Location: 12th Floor, Oxbridge Place, 9820 – 106 Street NW, Edmonton, Alberta
Work Arrangement: 100% Onsite – 5 days/week
Hours: 36.25 hours/week
Schedule: Monday–Friday, 8:15 AM–4:30 PM Alberta time, including 1-hour unpaid lunch

Role Overview
The Government of Alberta is seeking a
Change Management Analyst to provide hands-on change management support for a complex transformation initiative.
This is a
delivery-focused position, not an advisory-only or strategy role. The successful candidate must be able to develop practical change management deliverables independently, facilitate stakeholder and supplier engagements, and support implementation readiness, training, communications and adoption.
The resource will work directly with
project, business, operational, ministry and supplier stakeholders to translate complex project changes into practical materials and activities that support successful implementation.
Key Responsibilities
- Develop and execute hands-on change management deliverables for business, process and system transformation.
- Develop and maintain:
- Change strategies and plans, Training strategies and plans, Stakeholder impact assessments, Readiness materials
- Communication plans and materials, Engagement materials, Presentations, Training content, Job aids, Quick reference guides, FAQs, End-user support materials.
- Lead and facilitate:
- Stakeholder working groups, Workshops, Alignment sessions, Demonstrations, Walkthroughs, Information sessions.
- Support supplier enablement, including:
- Supplier impact assessments, Supplier segmentation, Communications, Engagement, Onboarding, Training
- Readiness, Adoption support.
- Work directly with project, business, operational, ministry and supplier stakeholders to gather information, identify impacts and validate requirements.
- Translate complex project changes into clear, practical and audience-specific materials.
- Draft, review and quality-check communications for leadership, business users, suppliers and other impacted audiences.
- Develop and coordinate training and user-support materials for new or changed processes, systems and ways of working.
- Support:
- Change impact assessments , Stakeholder readiness , Supplier readiness , Transition planning , Pilot/phased rollouts
- Implementation, Post-implementation adoption
- Coordinate and track change actions, deliverables, risks, issues and dependencies.
- Proactively execute change activities rather than simply providing recommendations or advisory support.
Requirements
Mandatory Requirements
1. Education
Bachelor's degree in a related field – Mandatory
2. Direct Change Facilitation
Minimum 4 years of direct experience in change facilitation.
Candidate should demonstrate experience actually
facilitating change activities, stakeholder sessions, workshops, working groups or similar - not merely participating in them.
3. Change Management Deliverables
Minimum 4 years of experience developing change management deliverables, including:
- Change Strategy
- Change Management Plans
- Training Strategy
- Training Plans
- Stakeholder Impact Assessments
- Communication Strategy
- Communication Plans
4. Stakeholder Communication Materials
Minimum 4 years of experience developing effective communication materials for stakeholders.
Examples include:
- Stakeholder communications
- Leadership communications
- End-user communications
- Supplier communications
- Presentations
- FAQs
- Change announcements
- Engagement materials
5. Conflict of Interest Attestation
Supplier must provide the required
Conflict of Interest attestation.
Nice-to-Have Requirements
1. PROSCI or CCMP Certification
PROSCI or CCMP certification – Preferred
2. Training Materials
Minimum 3 years of experience developing and delivering training materials, including:
- Training documentation
- Computer-based training modules
- Training videos
- User guides

3. Readiness / Training / Stakeholder Engagement
Minimum 3 years of experience developing readiness programs, training programs or stakeholder engagement activities.
4. Requirements Gathering
Minimum 2 years of experience gathering requirements using techniques such as:
- Interviews
- Document analysis
- Requirements workshops
- Surveys
- Site visits
- Business process descriptions
- Use cases / scenarios
- Business analysis

5. Government of Alberta Digital Transformation
Minimum 3 years of experience working within digital transformation initiatives at the Government of Alberta.
