Emergency Management Coordinator
Reporting to the Director of Community Development, the Emergency Management Coordinator is responsible for developing, coordinating, and liaising emergency management plans encompassing the five phases of emergency management: prevention, mitigation, preparedness, response, and recovery. The Coordinator will manage and coordinate emergency management training and exercises, establish and maintain an Emergency Operations Centre, and create strategic relationships with community, industry, organizations, and government agencies.
The Coordinator will ensure that emergency management planning and response activities reflect and respect the culture, traditions, values, and governance of Serpent River First Nation. This includes incorporating traditional knowledge, community resilience practices, and culturally informed emergency response and recovery approaches into emergency planning activities. The position will also support the development of community fire prevention initiatives and collaborate with police, fire, emergency medical services, and other public safety partners to enhance current and future community safety and emergency response capabilities.
DUTIES:
To work collaboratively with the community, its administration, and the region to:
- Support the review and ongoing enhancement of the Community Emergency Management Plan.
- Act as the lead for Serpent River First Nation in all emergency situations.
- Lead and coordinate responses to emergencies for Serpent River First Nation.
- Maintain an inventory of emergency response equipment and Personal Protective Equipment (PPE).
- Update community flood, wildfire, and structural fire risk maps.
- Complete and maintain fire protection, prevention, evacuation, and response plans.
- Support community fire safety education, awareness, and prevention initiatives.
- Conduct community emergency needs and hazard risk assessments.
- Integrate Indigenous knowledge, community traditions, and culturally appropriate practices into emergency planning, response, and recovery activities.
- Work with Elders, Knowledge Keepers, youth, and community members to strengthen community resilience and emergency preparedness.
- Coordinate with other Emergency Management Coordinators and supporting agencies.
- Organize and participate in emergency management training, exercises, and public education activities.
- Support Emergency Operations Centre (EOC) preparedness, activation, and operational readiness.
- Collaborate with fire services, police services, emergency medical services, and government agencies to enhance emergency response capabilities.
- Develop and maintain partnerships related to community safety, emergency management, fire protection, and future policing initiatives affecting Serpent River First Nation.
- Collaborate with other departments as necessary to respond to emergencies.
- Develop working relationships with the Senior Management Team, individually and collectively, to appropriately plan for and respond to emergencies.
- Ensure the preparedness of Serpent River First Nation staff and community members to respond to emergencies.
- Participate in the provision of after-hours and on-call services.
- Complete documentation according to First Nation, provincial, and federal standards.
- Prepare reports as required.
- Develop work plans as necessary.
- Ensure evaluations, debriefs, and follow-up actions are completed following emergency events and exercises.
- Represent the collective interests of Serpent River First Nation.
- Participate in internal and external committees, working groups, and public safety forums as required or assigned.
- Other duties as required and assigned.
QUALIFICATIONS:
- Degree or Diploma in Emergency Management preferred, or at minimum an Emergency Management Certificate supplemented by training in emergency management exercise design.
- Experience working with Regional or Tribal Council services, Boards, First Nation governments, and Indigenous communities.
- Knowledge and understanding of First Nation governance, culture, traditions, and community-based approaches to emergency management.
- Knowledge of Anishinaabe/Ojibway culture, customs, and traditions.
- Knowledge and application of the Seven Grandfather Teachings in professional practice.
- Understanding of Indigenous emergency management principles, community resilience, and culturally informed response and recovery processes.
- Familiarity with fire prevention, fire protection planning, wildfire preparedness, and emergency response practices.
- Knowledge of emergency management legislation, policies, procedures, and best practices.
- Experience working with police, fire, emergency medical services, or other public safety partners is considered an asset.
- Ability to work effectively both independently and as part of an interdisciplinary team.
- Excellent oral and written communication skills.
- Ability to make sound decisions and work effectively in stressful emergency situations.
- Strong office administration and project management skills.
- Excellent organizational and time-management abilities.
- Strong interpersonal skills and the ability to work respectfully and effectively with community members, leadership, staff, and external partners.
- Ability to work overtime and outside regular business hours to meet emergency operational requirements.
- Ability to work as a team member in a fast-paced environment.
- Strong computer skills, including Microsoft Office 365.
- Ability to obtain First Aid and CPR certification within the first three months of employment.
- WHMIS certification or the ability to obtain certification within the first three months of employment.
- Must provide a clear CPIC.
- Valid Ontario Class G Driver's Licence with a clear driver's abstract.
WORK SITE LOCATION:
The position will be located at the Serpent River First Nation Administration Office. In the event of an emergency assignment the individual will be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.
