Human Resources Manager – HR Business Partner

Overview
Lead strategic and operational HR support for aggregate and construction materials operations across British Columbia and the Pacific Northwest.
This role partners closely with operational and management teams on talent management, organizational effectiveness, employee and labour relations, workforce planning, performance management, compensation, recruiting and HR strategy. The position acts as a key HR business partner, helping leaders address organizational priorities while ensuring alignment with HR policies and business objectives.
Key Responsibilities
- Implement HR strategies that support workforce requirements and business objectives.
- Partner with operational leaders to manage talent, identify organizational needs and develop succession plans.
- Support recruitment, workforce planning, interviewing and selection in partnership with Talent Acquisition.
- Oversee onboarding, new hire administration and employee training.
- Manage the full performance management cycle, including goal setting, development plans and annual reviews.
- Serve as a primary HR contact for employee relations and labour relations matters.
- Lead and support employee investigations and advise managers on disciplinary actions.
- Partner with Labour Relations on grievances, collective bargaining and labour strategy.
- Support organizational development and organizational effectiveness initiatives.
- Coordinate compensation and benefits activities, including merit increases, bonus cycles and job evaluations.
- Provide HR analytics, reporting and workforce insights to support business decisions.
- Identify HR trends, organizational issues and opportunities for process improvement.
- Coach and influence managers on HR policies, people management and organizational issues.
- Promote compliance with workplace health, safety and environmental policies.
- Travel regularly across assigned operational locations to support business and workforce needs.
Requirements
- Bachelor’s degree in Human Resources, Business Administration or a related field.
- 7–10 years of progressive HR generalist and HR Business Partner experience.
- Strong HR leadership experience within operational environments.
- Experience with organizational development and organizational effectiveness.
- Experience supporting both HR and operational business functions.
- Strong employee and labour relations experience.
- Experience working in unionized environments is preferred.
- Strong negotiation, influencing and communication skills.
- Ability to coach and advise leaders across multiple organizational levels.
- Strong understanding of HR strategy, talent management and workforce planning.
- Experience managing multiple priorities across geographically distributed operations.
- Proficiency with Microsoft Office, SuccessFactors and Google Workspace.
- CPHR or equivalent HR certification is an advantage.
- Ability to travel approximately 40%.
