Position Summary:

Reporting to the Chief Facilities Management & Biomedical Engineering Officer, the Facility Contract and Project Manager serves as SJHH’s designated representative for the administration and oversight of the West 5th Campus DBFM Project Agreement and leads assigned facility renovation, infrastructure, and space-related projects.

The position monitors and reports on the performance of facilities management services delivered by Project Co and its FM Service Provider, ensuring that performance standards, environmental conditions, reporting obligations, and service requirements are met in accordance with the Project Agreement and Facilities Management Output Specifications. The position acts as the key liaison among Project Co, the FM Service Provider, hospital leadership, clinical programs, and internal stakeholders concerning building and equipment maintenance, service interruptions, facility incidents, small works, and variations.

The position also provides hands-on project management throughout the planning, design, procurement, construction, commissioning, and closeout of assigned renovation and infrastructure projects. The incumbent is accountable for the cost-effective and timely delivery of multiple concurrent projects within clinical, research, non-clinical, and building-support environments at the West 5th Campus.

Qualifications:

•3 year Community College Diploma in Facility Maintenance, Contract Administration, Architectural/Building Technology or Engineering Technologist required.

•Undergraduate Degree in P. Eng, Mechanical or Electrical preferred.

•PMP or equivalent certification or FMP designation preferred.

•5-7 years experience in similar or related roles, with work in a P3 environment being essential.

•Experience in healthcare or 1-2 years of relevant on-the-job training.

•Proven knowledge of building technical codes and standards applicable to healthcare environments.

•Familiarity with design development and contract documents, project cost estimation, schedules, contract structure, and other aspects of project planning and implementation.

•Direct hands-on project experience during the construction phase, along with technical expertise in architectural, mechanical, and electrical aspects of projects.

•Prior experience in contract administration or construction management, particularly as an owner’s representative, is preferred.

•Excellent written and verbal communication skills.

•Excellent conflict resolution, diplomatic and negotiation skills.

•Analytically capable to study and improve process and initiate change.

•Expert knowledge of Infrastructure Ontario AFP specifically DBFM Project Agreement model.

•Knowledgeable in building systems and facility operations.

•Design and construction experience in a healthcare environment.

•Ability to critically review construction cost estimate/pricing.

•Ability to generate order of magnitude construction cost estimates for SJHH stakeholders and decision making.

•Solid Project Management execution experience.

•General proficiency in MS office suite of programs.

•Demonstrated ability to read and interpret construction contract documents including drawings, specifications and shop drawings

•Knowledge of AODA; IPAC; Asbestos Safety & Awareness and Occupational Health & Safety specific for construction

•Knowledge of Broader Public Sector Procurement Directives and Supply Chain Guidelines

•Demonstrated ability to administer CCDC and OAA contracts and supplementary contract documents

•Familiarity with LHIN and MOHLTC Capital Planning Process

•Proficiency in Microsoft Office including Word, Excel & PowerPoint

•Excellent time management, prioritization and organizational skills

•Excellent problem recognition and resolution skills

•Excellent verbal and written communication skills, with strong attention to detail

Responsibilities:

•Act as the escalation point for staff facility issues or complaints, lead downtime planning, preparation, and accommodations, and manage staff communications during downtimes.

•Supervise downtimes for upgrades - often scheduled during evenings or overnight shifts - based on operational risks. Significant facility incidents will be reported to leadership along with resolution updates.

•Serve as the primary contact for Hamilton Fire Department inspections and code red incidents.

•Continuous monitoring of the performance of the third-party Building Services team, review of all work orders and facility issues as they arise.

•Review and approval of maintenance shutdowns/interruptions planning submittals. Liaise and review with appropriate clinical stakeholders and leadership as required.

•In person supervision of shutdowns when warranted by risk or level of impact to hospital operations.

•Develop strategies to minimize risk to patients, staff and general operations.

•Develop communications for management and staff on downtime preparation, workarounds and planning.

•Investigate and thoroughly understand cause and resolution of any critical building system failures. Reporting to leadership as warranted for serious incidents.

•Monitoring of grounds keeping and snow removal activities and quality of work.

•Review with Program Manager any staff/patient or public safety incidents, SIRs and HIRs relating to facility maintenance or conditions.

•Respond to codes Aqua, Brown, Red and Grey.

•Assumes Hospital Representative role per the Project Agreement as delegated.

•Main liaison for any matters related to health and safety inspections.

•Act as the escalation point for staff non-clinical operational issues or complaints, manage bed repairs and movements, and lead initiatives for future bed model changes.

•Oversee facility tours and inquiries from other healthcare organizations, managing special uses of the property (e.g., internal smudging, film production, police horse training, volunteer dog training), and representing the hospital in city construction projects that occur on or near the premises.

•Review and challenge incorrect event classifications, address Rectification of Event issues, and provide input on deliverables such as Technical Review, CSOPs, maintenance reporting, life cycle planning, insurance documentation, and energy reports.

•Recommend the approval of monthly MSP invoices, review and approve category 2/4 equipment repair and flow-through invoices and conduct an ongoing review of PA language and obligations

•Subject Matter Expert on DBFM Project Agreement and SJHH obligations related to the Agreement.

•Correct any language in submittals in support of SJHH priorities, interests and risk reduction.

•Hospital lead for Joint Technical Review procurement and execution (5 yr intervals).

•Main liaison with Infrastructure Ontario.

•Monitoring/auditing operations, maintenance, repair, lifecycle replacement in accordance with all applicable laws, good industry practice and the FM specific requirements as set out in the FMOS.

•Review price proposals for minor works and miscellaneous occupant requests.

•Monitor adherence to protocols for permission to work and access times for planned maintenance.

•Monitor adherence to CAD drawing updates because of small works, lifecycle maintenance and other capital works.

•Monitor adherence to legislative and statutory compliance including random review of certificates and licenses.

•Review and validate monthly reported performance results i.e. PMR (Performance Monitoring Report) and PAR (Payment Adjustment Report) for Building Maintenance services for preventive, demand, equipment, and ground maintenance services including random review of supporting documentation.

•Review lifecycle replacement plans and recommendations to ensure compliance with Project Agreement requirements

•Represent SJHH at Building Operations Meetings, Utilities Management Subcommittee meetings, Facilities Management Committee (FMC) meetings, and other Project •Agreement governance forums; monitor performance, review contractual matters, track actions, and advance SJHH operational and contractual interests.

•Lead research into new products suitable to use in Mental Health environments.

•Lead assigned space renovation, infrastructure, and facility-improvement projects through planning, design, procurement, implementation, commissioning, and closeout.

•Manage multiple concurrent projects within clinical, research, non-clinical, and building-support spaces, ensuring cost-effective and timely delivery.

•Validate functional and space requirements, evaluate accommodation options, develop project scopes, prepare cost estimates, establish budgets, and manage schedules, risks, and project documentation.

•Coordinate hospital user groups, consultants, contractors, suppliers, Project Co, the FM Service Provider, and internal partners.

•Lead project meetings, establish agendas, document decisions and actions, and ensure timely follow-up.

•Monitor construction progress, quality, safety, infection-control requirements, operational impacts, and compliance with applicable standards and contract documents.

•Evaluate whether proposed work should be performed through Project Co or directly by SJHH, considering value, risk transfer, system responsibility, warranties, and Project Agreement requirements.

•Prepare Project Agreement documentation for Project Co work, including Enquiries, Confirmations, Variations, and completion documentation.

•Review Project Co Variation proposals and challenge unsupported pricing, scope, maintenance, lifecycle, risk, fee, and schedule assumptions.

•Obtain competitive quotations and issue purchase orders or blanket orders within delegated signing authority for work performed directly by SJHH.

•Provide technical guidance and preliminary order-of-magnitude estimates for facility alteration requests.

•Support West 5th space planning and space requests in coordination with the appropriate corporate planning and redevelopment resources.

•Support other project managers delivering work at West 5th and directly manage selected facility, renovation, and infrastructure projects.

•Other duties as assigned
