Your Opportunity
Our PMCM Water group is seeking a Senior Project Controls Specialist – Planning & Scheduling (Senior Planner) to join the team in a permanent, full-time position. In this role, you will serve as the owner’s scheduling lead for a large, complex infrastructure program. You will oversee the Integrated Master Schedule (IMS), which consolidates consultant and contractor schedules and provides executive-level schedule insight to program leadership.
You will lead the development, maintenance, analysis, and reporting of integrated, cost- and resource-loaded schedules in Primavera P6. You will play a key role in supporting the integrated program management team through progress and performance analysis, contractor oversight, risk assessment, interface and permit coordination, and executive reporting.
As the lead scheduler, you will support the program team in developing and reporting cost-loaded IMS that coordinate interfaces among multiple consultants, contractors, and third parties. You will help ensure projects are delivered on time and within budget through proactive schedule analysis, contractor performance evaluation, forecasting, and early identification of risks affecting schedule and productivity. You will also review and enhance planning processes, including look-ahead scheduling, to promote increasingly proactive and effective solutions.
Your Key Responsibilities
- Create, manage, and oversee the Integrated Master Schedule in Primavera P6, incorporating all design, procurement, supply, construction, third-party, and owner activities within Program’s scope.
- Lead the development, maintenance, and governance of consultant and contractor baseline and current schedules in alignment with the client’s program controls requirements, ensuring integration of scope, cost, progress measurement, and reporting structures.
- Collaborate with project and construction managers, engineering, procurement, contractors, and operations teams to maintain Integrated Master Schedule integrity.
- Establish and enforce program scheduling standards, including WBS, activity coding, calendars, progress measurement rules, and reporting calendar across all consultants and contractors.
- Lead schedule review workshops with consultants, contractors, and stakeholders, and mentor junior planners and schedulers.
- Provide technical support and oversight to contractors by validating scheduling methodologies, resource and cost loading, activity durations, logic, float, and critical path.
- Identify consultants and contractors schedule deficiencies, including logic gaps, unrealistic sequencing, excessive activity durations, and risks that could affect Program’s planning and forecast reliability.
- Analyze consultant and contractor schedules to confirm alignment with program milestones, forecast completion dates, and accurately reflect project progress.
- Prepare detailed reports, including executive summaries, schedule narratives, dashboards, variance analyses, briefing materials, and recommendations to support leadership decision-making.
- Perform IMS critical-path and float analyses and regularly report schedule risks and critical activities.
- Assess consultant and contractor progress and performance through analysis of planned versus actual progress, productivity, KPIs, and forecasting accuracy regularly.
- Develop recovery strategies, contingency plans, and schedule-compression approaches, as required.
- Recommend corrective actions to address delays and performance issues of consultants and contractors to project leads.
- Support the development of program cost-expenditure and cash-flow forecasts in Primavera P6.
- Perform schedule risk and uncertainty analyses, including identification of key drivers and confidence assessments.
- Review and analyze consultant and contractor claims; assess time-related changes; prepare time impact analyses (TIAs), extension-of-time assessments, and delay fragnets; conduct forensic schedule and entitlement analyses; and provide schedule evidence to the project team.
Qualifications
Your Capabilities and Credentials
- More than 10 years of planning and scheduling experience on major construction programs, with a strong and demonstrable track record in client- or owner-side program roles.
- Advanced proficiency in Primavera P6 and Microsoft 365.
- Proven experience in contractor schedule review and assurance.
- Demonstrated experience in an integrated project controls function, including scheduling, cost loading, progress measurement, performance analysis, forecasting, and schedule review.
- Experience with interface scheduling across multi-contract programs, forecasting, and executive-level reporting and communication.
- Strong knowledge of earned value, performance measurement, schedule delay analysis, and contractor claims evaluation.
- Ability to perform detailed schedule analyses, including critical-path, float, and risk assessments.
- Strong problem-solving skills, with the ability to identify risks and implement proactive solutions.
- Excellent written and verbal communication skills, including the ability to present clear, concise, and defensible schedule narratives and recommendations.
- Strong attention to detail, time-management skills, and organizational capabilities.
- Strong interpersonal skills and the ability to build effective relationships with clients, program teams, contractors, and stakeholders at all levels.
- A proactive mindset and a solid understanding of advanced planning techniques.
Education and Experience
- Post-secondary education or a university degree in engineering; an engineering degree is preferred.
- A minimum of 10 years of experience in a comparable planning and scheduling role.
- Experience working on large-scale infrastructure programs ; experience with water treatment programs is considered an asset.
- Proficiency in spoken and written English.
