Senior Business Analyst

Contract opportunity for an experienced Senior Business Analyst supporting the modernization of apprenticeship and trades certification services for a public-sector organization in St. Johns, Newfoundland and Labrador.

• Expected contract term: November 16, 2026 to March 31, 2027, with potential for extension.
• 70–100% allocation, based on a standard 35-hour work week.
• Work in St. John’s, with a combination of office and remote work as determined during the assignment.
• Availability during standard core hours of 8:30 a.m. to 4:30 p.m., Newfoundland time.

What & Why:

Our client is seeking a Senior Business Analyst to support an Apprenticeship & Certification Management System modernization. The system will support registration, employment and training management, and final certification, alongside a self-service portal for employers, training institutions and individuals pursuing or holding trade qualifications. The project is replacing legacy capabilities through successive agile releases, with the next release scheduled for February 2027. You will lead business analysis activities, validate requirements and processes, organize functional testing, and support data migration and implementation.

Who:

You will collaborate with project and delivery managers, departmental business representatives and technical teams. The application environment includes .NET, Oracle databases and APEX reporting. Your contribution will focus on translating business needs into clear requirements, validating the solution and helping users transition to improved processes.

You:

You are an experienced Business Analyst who can lead workshops, investigate complex processes and produce clear, practical project documentation. You are comfortable taking responsibility for testing activities and working through data migration, configuration and business change requirements. Your recent project experience demonstrates how you have helped deliver complex modernization initiatives, working closely with both business and technical stakeholders.

Critical Experience Requirements:

• Seven or more years of Business Analyst experience, including substantial experience on complex, large-scale modernization projects. The client’s qualifications matrix specifies three to six years of modernization experience.
• A post-secondary program of two or more years in business, computer science or a related field from a recognized institution.
• Recent successful projects within the last three years where you worked as a Senior Business Analyst.
• Experience eliciting, documenting and validating business requirements.
• Experience with business process transformation and change management.
• Strong written communication, stakeholder facilitation and presentation skills.
• Experience preparing test strategies, test plans and test cases.
• Experience executing tests and monitoring or coordinating test execution.

Nice to Have:

• Knowledge of or experience with apprenticeship programs.
• Experience using Azure DevOps, including for testing.
• Experience using wireframing software.
• Relevant professional certifications.

Compensation:

Hourly contract compensation will be discussed based on experience, engagement structure and alignment with the assignment. Any travel or accommodation arrangements must be considered when confirming your rate expectations.
