Role Overview

We are seeking a Senior Business Analyst, Level 3 to work as part of a Project Management & Program Delivery team in collaboration with the core project team, solution delivery vendor(s), and other stakeholders. The role combines senior business analysis, product delivery, user experience, accessibility, user-centred design, research, and Agile delivery responsibilities.

The successful candidate will help shape accessible, intuitive digital solutions by translating business and user needs into product strategies, requirements, user journeys, wireframes, prototypes, backlogs, testing activities, and measurable outcomes.

Key Responsibilities

Work in a hybrid Agile environment combining approaches such as waterfall, Scrum, and extreme programming, providing leadership and guidance in developing, implementing, and evaluating online user experience and content strategies.
Develop product design criteria, planning activities, business objectives, communication and reporting protocols, product prioritization and phasing strategies, issue management, quality assessment, and transition requirements.
Apply evidence-based Agile approaches, including user analytics, interviews, research, and testing, to continuously improve design decisions.
Ensure digital solutions comply with web usability and accessibility standards, including WCAG 2.0 through WCAG 2.1 Level A and AA.
Work with the team and solution delivery vendor(s) to design digital solutions with simple, user-friendly, accessible content and features.
Assess user characteristics, needs, goals, opportunities, challenges, and pain points.
Lead the definition and testing of usability requirements and metrics.
Provide subject matter expertise in developing user experience and content standards and performance measures.
Prioritize product features and manage the backlog to establish a shared focus across tactical design and development activities.
Determine when software is ready to ship so users can receive value and the product team can continue gathering feedback.
Support design concepts and content strategies for digital solutions.
Conduct stakeholder consultations to determine and assess business needs.
Identify emerging trends and assess and prioritize feature requests and changes.
Guide and coach the team in content design and flow, wireframes, page templates, navigation, functional specifications, and opportunities for new functionality.
Mentor the team in identifying opportunities for digital solution development and assessing impacts on users.
Lead development of user personas, journey maps, task scenarios, wireframes, prototypes, content structures, and features.
Lead prototyping activities and ensure new features meet accessibility, usability, simplicity, reusability, and design standards before deployment.
Provide specialized advice on usability, accessibility, interactive design, and front-end design.
Analyze web analytics, visitor information, performance metrics, and other data to provide user-experience feedback.
Prepare project status reports identifying risks and mitigation strategies and provide recommendations supporting decision-making.
Prepare presentations outlining solution design options and recommendations.
Lead concurrent research, content design, and strategy activities.
Provide strategic oversight across digital solutions to ensure an accessible, simple, and user-friendly experience.
Translate concepts into user flows, wireframes, mock-ups, journeys, and prototypes that result in intuitive user experiences.
Support product vision through research, concept development, sketching, prototyping, and user testing.
Identify solution design limitations and recommend appropriate solutions.
Provide strategic UX and design advice regarding solution functions and features.
Apply user-centred design methods and rapidly test and iterate designs.
Collaborate effectively across the delivery team and other stakeholders.
Ask thoughtful questions, take appropriate risks, and champion new ideas.
Identify and troubleshoot UX limitations such as responsiveness.
Lead layout adjustments based on user feedback.
Ensure project timelines are achieved and issues are promptly identified and managed.

Technical Skills Requirements

Significant experience designing online user experiences for complex digital solutions.
Experience delivering products with balanced teams comprising product owners, UX designers, and developers using Agile/Scrum delivery methodologies. Scrum Master experience is preferred.
Proficiency with industry-standard design tools such as Photoshop, Adobe InDesign, Illustrator, Balsamiq, and InVision.
Basic knowledge of Microsoft Azure.
Knowledge of collaboration platforms such as MIRO, Atlassian Confluence, Trello, Microsoft Office 365, Google Drive, Zoom, Slack, and Microsoft Teams.
Knowledge of backlog-management platforms such as JIRA, Azure DevOps, and Pivotal Tracker.
Experience applying content layout and typography principles for mobile-first or responsive web design.
Familiarity with information architecture, taxonomies, and navigational design.
Strong knowledge of web usability and accessibility standards, including WCAG 2.0 and WCAG 2.1 Level A and AA.
Knowledge of usability and UX principles, accessibility, information architecture, graphic design, interface design, and navigation design.
Knowledge of Ontario digital government standards.

Ability to resolve issues promptly and present options and recommendations.
Ability to incorporate user-research feedback into effective designs for diverse audiences.
Understanding of business metrics and ability to translate business objectives into digital experiences.
Ability to prioritize change requests and guide teams on appropriate responses.
Strong research skills to evaluate industry practices, develop options, and recommend solution improvements.

Specific Deliverables

Expected deliverables may include:

Product vision and roadmap covering current, near-term, and future timelines.
Product strategy, including target audiences, problems being addressed, and value propositions.
User epics, stories, themes, product backlog, and sprint plans.
Data requirements and conceptual/logical models.
Functional and non-functional requirements.
Test plans/strategies and test cases.
Customer discovery insights from end-user research.
Product features and functions supported by backlog management and user-story authoring with the business product owner.
Product KPIs or success criteria, including metrics dashboards.
Product decisions and direction rationales.
Product success stories.
Continuous delivery of product features to improve the minimum viable product through user-centred design and Agile/Scrum methodologies.
Product risk-mitigation strategies.
Executive summaries and product status communications to senior management.

Development and Testing Support

Provide build and testing support to development teams.
Review test strategies, test plans, and test cases.
Manage defect logs.
Test applications.
Support end-user inquiries.
Define integration test plans.
Define user acceptance testing plans.
Identify and resolve problems/issues.
Document and manage risks and coordinate interdependencies with other project teams.

Work Arrangement

Hybrid: 3 days in the office.
