Role Overview
The Project Manager/Leader provides project management leadership for large-scale, complex, high-profile, and high-risk I&IT initiatives. The role is responsible for ensuring project deliverables meet business requirements on time, within scope and budget, with a strong focus on cost effectiveness, efficiency, fiscal control, risk management, governance, and established project management methodologies and frameworks.
Key Responsibilities
- Provide
project management for large-scale, complex, high-profile, and high-risk
I&IT initiatives.
- Ensure
project deliverables meet business requirements on time, within scope and
budget, with a focus on cost effectiveness and efficiency.
- Manage
large project budgets and maintain fiscal control and accountability,
including estimates, forecasts, reconciliation and confirmation of
actuals.
- Proactively
identify potential risks and issues and develop appropriate mitigation
strategies.
- Articulate
and prioritize issues and risks at senior executive levels and recommend
mitigation strategies for decision makers.
- Establish
and participate in steering committees and stakeholder forums.
- Gather
and develop requirements to create and maintain detailed project schedules
and/or integrated plans.
- Monitor
and forecast project costs and provide reporting and input to ensure
targets are achieved.
Project Planning and Management - 30%
- Develop
and manage project schedules, deliverables and scope.
- Provide
management and leadership to project teams and external service
providers/vendors throughout all phases of projects.
- Plan,
coordinate and assign work based on established priorities.
- Manage
and coordinate project monitoring, anticipate and troubleshoot issues,
provide ongoing expertise, resolve problems and improve project
effectiveness.
- Promote
I&IT project management best practices and adherence to standard
methodologies.
- Manage,
coordinate, support and/or assist with planning, development and
preparation of planning documents and submissions related to I&IT
projects or projects with an I&IT component.
- Monitor
and forecast project costs and provide reporting and input to ensure
targets are met.
- Work
with project teams to ensure deliverables are completed on time and meet
applicable standards.
- Assist
with the planning, development, production and approval of Terms of
Reference and Project Charter processes, documents and deliverables.
- Coordinate
and monitor project processes and develop and communicate guidelines and
procedures.
- Identify
potential conflicts between project and functional areas and develop
responses for review.
Stakeholder Engagement & Governance - 25%
- Demonstrated
ability to coordinate across Business, I&IT, Finance, Procurement,
Privacy/Security and Legal.
- Familiarity
with enterprise project management, architecture and gating processes.
- Excellent
communication and executive-level presentation skills.
IT Solutions Development - 30%
- Manage,
control and coordinate project-related systems and procedures, including
technology infrastructure change, transition and implementation.
- Make
recommendations regarding the acquisition of software, hardware and
technology resources.
General Skills - 10%
- Lead
organizational development, strategy development, business planning and
funding requests.
- Experience
developing and managing project schedules, deliverables and scope.
- Ability
to promote I&IT project management best practices and adherence to
standard methodologies.
- Demonstrated
experience directing project teams to ensure deliverables are delivered on
time and adhere to required standards.
- Extensive
experience coordinating and monitoring project processes and developing
and communicating guidelines and procedures.
- Source,
select and onboard multidisciplinary team members, clarify roles and
responsibilities, and establish task, deliverable and performance
expectations.
- Resolve
resourcing and interpersonal conflicts, negotiate changes to resourcing,
and ensure knowledge is shared among team members so project objectives
and deliverables are achieved.
- Develop
complex project budgets based on multiple funding channels and
organizational dependencies.
- Provide
project, program and/or portfolio reporting to multiple stakeholders at
senior executive levels.
- Apply
appropriate strategies and actions to overcome resistance to change and
capitalize on support for change throughout project stages, including
concept, definition, planning, implementation and close-out.
- Promote
I&IT standards and project management best practices to support system
quality, methodology adherence and effective control of I&IT
resources.
Desirable Skills - 5%
- Knowledge
and understanding of the Project Management Institute's Project Management
Body of Knowledge.
- Knowledge
and understanding of Information Management principles, concepts, policies
and practices.
- Knowledge
and understanding of accessibility legislation, regulations and standards.
- Ability
to make recommendations regarding the acquisition of software, hardware
and technology resources.
- Experience
managing and coordinating project monitoring, anticipating and
troubleshooting issues, providing ongoing expertise, resolving problems
and improving project effectiveness.
- Ability
to identify conflicts between project and functional areas and develop
responses to successfully address them.
- Ability
to manage client relationships and expectations, provide required updates
and identify potential conflicts between project and functional areas.
Must-Have Requirements
- Experience
managing Oracle Service Cloud Platform or similar products.
- Experience
providing management and leadership to project teams and external service
providers/vendors through all project phases.
- Demonstrated
ability to plan, coordinate and assign work based on established
priorities.
- Experience
managing and coordinating project monitoring, anticipating and
troubleshooting issues, resolving problems and improving project
effectiveness.
- Proven
experience with I&IT project management best practices and standard
methodologies, including Agile and Kanban.
