Context
This role is for Go Expansion Program and associated with the Delivery Partners for Metrolinx on the program.
Missions/Main Duties
- Provide strategic leadership and technical oversight for track engineering across the Metrolinx capital program, including engineering governance, technical integration, design assurance and track discipline support. Translate high-level Systems Engineering requirements into practical track delivery requirements and provide technical leadership and problem-solving support to project delivery teams throughout design and construction.
- Lead the review and validation of permanent way, track structures, special trackwork and alignment designs, ensuring compliance with Metrolinx standards, AREMA guidelines, Transport Canada requirements and applicable regulations. Lead the management and resolution of interfaces between track and other railway disciplines, including signalling/CBTC, traction power/OCS, civil structures and stations, ensuring track infrastructure forms part of a safe and fully integrated railway system.
- Provide senior oversight of track-related technical risks, engineering variances, technical reviews and contractor and consultant submissions. The role is required to provide strategic technical oversight, engineering governance, asset lifecycle management and interface design for track infrastructure across the capital program.
- The position will ensure track infrastructure and technical modifications are safely designed, compliant with applicable standards and effectively integrated with signalling, traction power, civil, structural and other railway systems. This oversight is critical to managing technical and interface risk, supporting project delivery teams, safeguarding capital investment and ensuring new rail infrastructure can be safely and reliably integrated into operation.
- Licensed Professional Engineer (P.Eng.) in good standing with Professional Engineers Ontario (PEO) preferred.
- Bachelor's or Master's degree in Civil Engineering, Mechanical Engineering or a related technical discipline, with a strong focus on rail infrastructure.
- 10+ years of progressive railway engineering infrastructure experience, including at least 5 years in a senior leadership capacity focused on track design, permanent way construction and multidisciplinary integration on large-scale capital transit programs.
- Strong technical knowledge of track engineering, AREMA standards, Transport Canada regulatory requirements and systems engineering lifecycle principles.
- Knowledge of relevant Ontario legislation, including the Occupational Health and Safety Act and Ontario Professional Engineers Act.
- Demonstrated senior leadership, stakeholder management and technical communication capability, with experience resolving complex multidisciplinary railway interfaces, managing technical risks and influencing project teams, contractors and engineering consultants
