Context

This role is associated with the Delivery Partners on Go Expansion program

Missions/Main Duties

Provide strategic technical leadership, engineering governance and specialist oversight for Rail Maintenance Facilities (RMF), yards and depot infrastructure across the Metrolinx capital transit expansion portfolio. Serve as the senior technical authority for multidisciplinary rail maintenance facility engineering reviews and stage-gate validations, translating high-level

Systems Engineering, network and fleet requirements into actionable facility-level engineering requirements.

Lead multidisciplinary technical reviews and integration of facility civil, structural, mechanical and electrical infrastructure with specialized rail systems, including signalling, traction power/OCS, maintenance equipment, wheel truing machines and automated train wash facilities. Provide senior oversight of engineering hazard logs, interface matrices, failure mode analysis and technical risks to identify and resolve interface issues before facility commissioning.

Establish and oversee technical compliance frameworks, engineering standards, design variations, technical submittals and asset performance requirements. Support safety certification, regulatory approvals, system acceptance and operational readiness and act as the senior escalation point for complex technical issues. Lead and mentor facility engineering specialists and discipline leads, while driving technical compliance and accountability across engineering consultants, delivery partners, consortia and specialist suppliers..

This role is required to provide centralized technical leadership, engineering governance and assurance for Metrolinx rail maintenance facilities, yards and depot infrastructure across the capital transit expansion portfolio. These facilities contain complex interfaces between civil, structural, mechanical, electrical and railway systems and require senior technical oversight to ensure that Systems Engineering and fleet requirements are correctly translated into facility design and delivery.

The role will provide independent technical governance of designs produced by delivery partners, manage facility-level technical and interface risks, oversee compliance with engineering and regulatory requirements and provide senior technical assurance supporting facility acceptance and operational readiness. This is critical to ensuring that new and modified rail maintenance facilities are safe, compliant, operationally effective and capable of supporting Metrolinx's expanding rail network and fleet throughout the asset lifecycle.

Profile/Skills

Licensed Professional Engineer (P.Eng.) in good standing with Professional Engineers Ontario (PEO) preferred, with comprehensive knowledge of the Ontario Professional Engineers Act.

Bachelor's or Master's degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Systems Engineering or an equivalent technical engineering discipline.

10+ years of progressive heavy rail infrastructure engineering experience, including a minimum of 5 years in a senior leadership or director capacity delivering heavy rail maintenance facility designs, major brownfield depot expansions or rolling stock maintenance infrastructure programs.

Advanced engineering knowledge of railway depot layout design, automated testing and maintenance equipment interfaces, yard trackwork configurations and relevant systems engineering lifecycle standards, including IEEE, ISO and CENELEC frameworks.

Strong knowledge of provincial and national regulatory requirements applicable to complex industrial facility construction and operations, including the Occupational Health and Safety Act, Ontario Building Code and Transport Canada requirements.

Demonstrated senior leadership, stakeholder management, technical governance and communication capability, with experience leading multidisciplinary technical teams, managing complex interfaces and risks and influencing engineering consultants, delivery

partners and specialist suppliers.
