Reporting to the Manager, PES Projects, this position will be responsible for advancing projects through commercial development, regulatory approvals, Front-End Engineering and Design (FEED) and into execution. This role requires strong technical, commercial, regulatory, and stakeholder management capabilities.
The successful candidate will possess a proven track record of developing complex energy infrastructure projects, navigating multiple regulatory environments and driving project certainly in dynamic market conditions.
The role will support a portfolio that may include natural gas-fired generation (front of meter and islanded), cogeneration facilities and hybrid energy solutions supporting North America’s growing electricity demand.
This position will require travel to various site locations on a regular basis across North America. Hours of work may need to be extended as business needs arise.
What you’ll do
- Provide senior leadership for the safe and successful execution of large, complex power generation projects from Final Investment Decision through engineering, procurement, construction, commissioning, startup, and operational handover.
- Lead and inspire large, multidisciplinary teams across internal functions, contractors, consultants, Original Equipment Manufacturers, regulators, commercial partners, and operations, creating shared ownership of project outcomes.
- Accountability to TC Energy’s senior leadership team for project execution, aligning strategic priorities, critical decisions, organizational commitments, and performance across all delivery partners and workstreams.
- Maintain overall accountability for safety, scope, schedule, cost, quality, risk, regulatory commitments, plant performance, and operational readiness.
- Set clear direction, establish team accountabilities, and create a high-performance culture grounded in safety, trust, collaboration, disciplined follow-through, and transparent communication.
- Drive work across engineering, procurement, construction, project controls, commercial, regulatory, stakeholder relations, commissioning, and operations teams, removing barriers and maintaining focus on critical project outcomes.
- Direct major EPC, EPCM, ECI, design-bid-build, equipment supply, and services contracts, and hold contractors and suppliers accountable for safe, timely, and commercially responsible performance.
- Develop and maintain integrated execution plans, schedules, budgets, resource strategies, contracting plans, performance measures, and management routines appropriate to project scale and complexity.
- Lead project controls and governance, including forecasting, earned value management, change control, risk management, assurance reviews, stage gates, executive reporting, and investment performance updates.
- Anticipate and resolve significant execution challenges involving constructability, design maturity, supply chain, labour availability, permitting, stakeholder commitments, commercial claims, commissioning, or plant performance.
- Create alignment among diverse stakeholders, facilitate timely resolution of competing priorities, and drive fact-based decisions with clear ownership, due dates, escalation paths, and recovery actions.
- Build and sustain alignment with Indigenous groups, communities, regulators, utilities, Independent System Operators, partners, and other external stakeholders whose support is critical to execution.
- Oversee commissioning, performance testing, turnover, and operational acceptance to confirm that safety, reliability, capacity, efficiency, and contractual performance requirements are achieved.
- Provide visible leadership at project sites, reinforce field execution priorities, and ensure lessons learned are captured and applied across the broader project portfolio.
Minimum Qualifications
- Bachelor’s degree in Engineering (Process, Mechanical, Chemical, Electrical or a related field), Construction Management, or an equivalent combination of education and senior project execution experience.
- More than 20 years of progressively responsible experience leading the development and execution of large, complex thermal generation, industrial, or infrastructure projects across multiple jurisdictions.
- Demonstrated accountability for major projects from Final Investment Decision through engineering, procurement, construction, commissioning, startup, and operational handover, with responsibility for safety, scope, schedule, cost, quality, risk, and performance.
- Proven success leading large, multidisciplinary owner, contractor, consultant, supplier, regulatory, commercial, and operations stakeholder teams in high-complexity execution environments.
- Extensive experience directing EPC, EPCM, ECI, design-bid-build, or comparable contracting models and managing Original Equipment Manufacturers, Owner’s Engineers, construction contractors, and specialized service providers.
- Advanced capability in project controls and governance, including integrated planning and scheduling, cost forecasting, earned value, change control, risk management, executive reporting, stage-gate approvals, and recovery planning.
- Demonstrated ability to resolve significant execution challenges involving constructability, supply chain, labour availability, permitting, stakeholder commitments, commercial disputes, commissioning, or plant performance.
- Substantial experience with gas-fired generation, including reciprocating engines, simple-cycle aeroderivative or frame turbines, combined-cycle facilities, cogeneration, or other thermal power generation technologies.
- Ability to travel throughout North America and maintain an active presence at project sites as execution needs require.
Preferred Qualifications
- Professional Engineer (P.Eng. or PE) registration or eligibility for registration in a Canadian or U.S. jurisdiction.
- Project Management Professional (PMP) designation or equivalent senior project delivery certification.
- Track record of successfully delivering large capital projects with complex interfaces, demanding schedules, significant commercial exposure, and a high degree of technical or regulatory uncertainty.
- Demonstrated ability to establish a clear execution strategy, align a broad stakeholder network, and sustain accountability across teams that do not report directly to the role.
- Strong executive presence and communication skills, including the ability to present complex project issues, alternatives, risk exposure, and recommendations to senior leadership and governance committees.
- Extensive experience negotiating and administering major engineering, equipment supply, construction, and services agreements, including claims avoidance, commercial resolution, and contractor performance management.
- Experience leading project recovery, turnaround, or intervention efforts where safety, cost, schedule, quality, stakeholder alignment, or commercial performance was at risk.
- Deep understanding of North American power markets, interconnection processes, regulatory requirements, permitting pathways, Indigenous and community engagement, and the stakeholders that influence project execution.
- Proficiency in the use of enterprise project controls and reporting systems, including Primavera P6, cost management platforms, risk registers, and executive performance dashboards.
