The Central Agencies Cluster is seeking a Senior Business Analyst to provide business analysis services across complex business and technology initiatives. The successful candidate will work closely with business stakeholders, subject matter experts, and development teams to understand business needs, define requirements, assess opportunities, and support the delivery of effective I&IT solutions.

Key Responsibilities
- Lead business analysis activities to assess business problems and opportunities and translate them into clear, actionable requirements.
- Engage stakeholders and subject matter experts through interviews, workshops, Joint Application Development (JAD) sessions, and other elicitation techniques.
- Develop and maintain business requirements, functional specifications, business process models, use cases, data flows, and related analysis artifacts.
- Prepare business strategies, business cases, cost-benefit analyses, and feasibility assessments for complex initiatives.
- Apply business process re-engineering and identify practical, cost-effective service delivery improvements.
- Create performance measures and traceability matrices; monitor progress, resolve issues, and report to management and stakeholders.
- Promote consistent business analysis practices, standards, and methodologies aligned with applicable project management and systems development frameworks.
- 10+ years of experience working as a Business Analyst, with clearly demonstrated responsibilities and project experience.
- Strong experience in requirements gathering, analysis, and documentation.
- Experience developing business strategies and conducting business process re-engineering.
- Experience preparing business cases, cost-benefit analyses, and feasibility studies in complex project environments.
- Experience with business analysis methods and techniques, including business functional modelling, business event modelling, and business process mapping.
- Demonstrated ability to work with business and development teams to document system functional requirements.
- Strong analytical, problem-solving, decision-making, communication, negotiation, and interpersonal skills.
- A collaborative team player with a proven record of meeting deadlines.
- Experience with GUI/user interface design and mock-ups (e.g., Balsamiq).
- Experience with JAD, Unified Modeling Language (UML), and Computer-Aided Software Engineering (CASE) tools.
- Experience with document management systems and/or Customer Relationship Management (CRM) systems.
- Exposure to diverse business environments and enterprise-wide systems.
- Experience creating business cases, screen designs/user interfaces, business process models, Privacy Impact Assessments (PIAs), Threat Risk Assessments (TRAs), and logical architecture artifacts.
- Demonstrated experience with Business Architecture.
- Ability to translate business and data requirements into specifications that support appropriate technology solutions.
