The client is seeking an experienced Senior Business Analyst to provide comprehensive I&IT business analysis services across medium to large-sized projects. The successful candidate will work closely with business stakeholders, subject matter experts, technical teams, and project leadership to understand business needs, gather and analyze requirements, develop business cases, model business processes, and translate business and data requirements into effective technology solutions. Key Responsibilities
- Lead and facilitate requirements-gathering workshops with business stakeholders and SMEs.
- Analyze business problems/opportunities and translate them into functional and technical requirements.
- Develop user stories, use cases, business process models, process maps, stakeholder maps, and systems/context diagrams.
- Work in Agile/Scrum environments, supporting sprint planning, daily stand-ups, backlog refinement, and iterative delivery.
- Lead business process reengineering and identify cost-effective process improvements.
- Develop business cases, options analysis, cost-benefit analysis, feasibility studies, and ROI assessments.
- Collaborate with UX, development, QA, architecture, and business teams to support solution design and delivery.
- Support UAT, change management, impact analysis, training, and end-user adoption.
- Ensure solutions align with enterprise architecture, OPS standards, policies, and I&IT methodologies.
- Prepare clear documentation, presentations, reports, and briefing materials for technical and non-technical stakeholders.
- Senior Business Analyst / Functional Consultant experience on medium to large-sized projects.
- Strong experience leading requirements workshops and stakeholder engagement.
- Strong knowledge of Agile/Scrum methodologies.
- Hands-on experience creating user stories, use cases, business rules, process maps, and business requirements.
- Experience supporting UX, functional, and technical design.
- Experience developing business cases from start to finish.
- Experience with enterprise business architecture and aligning technology solutions with organizational/OPS standards.
- Strong analytical, problem-solving, documentation, and communication skills.
- Experience with UAT, QA, change management, and requirements validation.
- Proficiency with BA/modeling tools such as Azure DevOps, MS Visio, Figma, or similar tools.
- Prior Ontario Public Service (OPS) or public-sector experience.
- Experience with government I&IT policies, enterprise architecture, and OPS methodologies.
- Knowledge of AODA/accessibility standards.
- Experience with process improvement, enterprise transformation, or large-scale I&IT initiatives.
- Experience with budget estimation, ROI analysis, risk management, and vendor/RFP evaluation.
- Strong understanding of SDLC, database concepts, QA, disaster recovery, and business continuity
