Original job description
The client is seeking an experienced Senior Project Manager to lead large-scale, complex, high-profile I&IT initiatives. The role focuses on modernizing multi-platform, multitier systems, delivering data-driven transformation programs, project governance and risk management, and organizational change management. The successful candidate will lead multiple concurrent project teams of OPS staff and consultants, oversee schedules, budgets, risks and dependencies across multiple funding channels, run steering committees, and provide executive-level status reporting.

- Lead strategy development, business planning, and Ministry funding requests
- Gather requirements and build and maintain a detailed project schedule and integrated plan
- Direct project teams to deliver on time and to government and ministry standards
- Develop complex budgets across multiple funding channels and cross-ministry dependencies
- Manage large budgets with strong fiscal control: estimates, forecasts, and reconciliation of actuals
- Monitor and forecast project costs, and report against targets
- Source, select, and onboard team members, including OPS unionized staff and fee-for-service consultants, and set clear roles and expectations
- Resolve resourcing and interpersonal conflicts and ensure knowledge sharing
- Proactively identify risks and issues, and recommend mitigation strategies to senior executives
- Establish and participate in steering committees and stakeholder forums
- Provide project, program, and portfolio reporting to senior executives
- Drive change management across all project stages (concept through close-out)
- Promote OPS I&IT standards, best practices, and methodology adherence
- Stay current on emerging I&IT trends, tools, and methodologies
- 10+ years of Coordinating and planning modernization of large, complex, multi-platform, multitier IT systems
- Documenting technical problems and developing cost-efficient solution plans
- JAD facilitation, translating business needs into technical requirements, and leading project meetings
- Prototyping, Microsoft Azure DevOps, Microsoft Project, and Planview
- Producing planning and coordination documents (business case, processes, charter, integrated project plan, migration plans, schedules, kickoff materials, roadmaps, release management) across the SDLC (Agile and Waterfall)
- Coordinating and executing Threat Risk Analysis (TRA) and Privacy Impact Analysis (PIA), and addressing the outcomes
- Introducing best practices, templates, and SharePoint management sites
- MS Office (Word, Excel, PowerPoint, Project, Visio)
- Tracking project finances, burn rates, and resource allocation
- Experience with AODA compliance
- Public sector experience in an organization of comparable size or complexity to the OPS
- Knowledge of PMI s PMBOK
- Knowledge of information management principles, policies, and practices
- Knowledge of AODA and related standards
- Ability to recommend software, hardware, and technology acquisitions
- Project monitoring, troubleshooting, and problem resolution
- Identifying and resolving conflicts between project and functional areas
- Client relationship management: setting expectations and providing updates
