JOB POSTING

Tk’emlúps te Secwépemc (TteS) is a fast-growing vibrant organization committed to the development and progress of its Band Members and Community. As such, the TteS invites applications from qualified, highly motivated and dynamic individuals to fill the following position.

POSITION TITLE: Utilities Operator D-2

DEPARTMENT: Planning and Engineering

SUPERVISOR: Utilities Supervisor

TERMS: Full-time, Permanent

Purpose Of Position

The Utilities Operator D-2 is a senior certified operator responsible for the safe, efficient and compliant operation, maintenance, inspection and repair of the Tk’emlúps te Secwépemc Water Distribution, Wastewater Collection, Dam and associated utility systems.

Duties And Responsibilities

Operates Wastewater Collection (WWCS) System to ensure it is operating effectively for the TteS Reserve (45%)
Completes in-house safety procedures and ensures programs are maintained for safe work practices and occupational health and safety guidelines are adhered to for staff and visitors.
Records and performs sampling with current standard methods within Wastewater collection system.
Monitors and analyses data from operations and SCADA for lift station sites within WWCS.
Collects and record operational data and lab results, forwards to supervisor.
Completes safety procedures for construction, inspection and testing of sewers, inspection of manholes and repairs to underground mainline.
Clears stoppages, clearing sewers, controlling roots, grease, odors and corrosion in collection system.
Operates and maintains a variety of types of motors, supervisory controls, pumps & valves, and other equipment.
Examines the condition of a sewer system, follows sewer maintenance program, and safely uses various methods to replace or repair damaged sewers.
Drafts reports on computers as records of maintenance and logbook entries of daily duties are required.
Completes Service Area annual reporting as per TteS Asset Management Policy/Bylaw.
Works closely with specialty companies contracted to perform work with WWC operator on collection system from time to time.
Performs all duties and responsibilities in accordance with TteS policies, standards, and procedures.
Maintains confidentiality on all matters relating to the affairs of TteS.
Coordinates and performs advanced troubleshooting of wastewater collection infrastructure.
Leads preventative maintenance activities on lift stations, pumps and collection systems.
Performs inflow and infiltration investigations.
Assists with CCTV inspection and sewer condition assessments.
Coordinates emergency response for sewer backups and sanitary sewer overflows.
Assists with commissioning of new wastewater infrastructure.
Provides technical guidance to Utilities Operator D-1 staff during field operations.
Identifies operational improvements and recommends corrective actions.
Operates Water Distribution (WD) System to ensure it is operating effectively for the TteS Reserve. (45%)

Records and performs sampling with current standard methods within the Water distribution system.
Monitors, interprets and responds to SCADA alarms; troubleshoots operational issues and recommends system improvements.
Collects, analyzes and maintains operational data and laboratory results, identifies trends and reports deficiencies requiring corrective action.
Completes safety procedures for construction, inspection and testing of water network elements, inspection of manholes and repairs to underground water main.
Operates and maintains a variety of types of motors, supervisory controls, pumps & valves, and other equipment.
Examines the condition of water distribution system (watermains, water reservoirs, ARDA raw water system, Paul Lake Dam), set up a water maintenance program, and safely use various methods to replace or repair damaged water system elements.
Drafts reports on computer, records maintenance and logbook entries of daily duties are required.
Completes Service Area annual reporting as per TteS Asset Management Policy/Bylaw.
Works closely with specialty companies contracted to perform work with WD operator on distribution system from time to time.
Performs all duties and responsibilities in accordance with the TteS policies, standards, and procedures.
Maintains confidentiality on all matters relating to the affairs of the TteS.
Performs advanced troubleshooting of water distribution infrastructure.
Coordinates valve exercising and hydrant maintenance programs.
Performs leak detection and water loss investigations.
Coordinates planned watermain shutdowns.
Assists with pressure monitoring and system optimization.
Participates in commissioning of new water infrastructure.
Investigates customer water quality concerns.
Assists with cross-connection and backflow prevention activities.
Provides technical guidance to Utilities Operator D-1 staff during field operations.
Recommends improvements to maintenance practices and operational procedures.
Other related duties as necessary. (10%)
Inspects, operates and maintains Paul Lake Dam in accordance with the BC Dam Safety Regulation.
Assists with seasonal irrigation system start-up, shutdown and maintenance.
Operates and maintains stormwater infrastructure.
Participates in emergency response and after-hours call-outs.
Assists with contractor coordination and field inspections during capital construction projects.
Maintains utility asset records within the Asset Management System.
Performs infrastructure inspections and recommends repair or replacement priorities.
Performs other related duties as assigned.

Financial Responsibility

Assists the Utilities Supervisor with estimating material requirements, monitoring inventory, identifying equipment replacement needs, and ensuring the efficient use of labour, materials and contracted services. This position has no direct budget authority.

Supervision Or Training Duties

This position has no formal supervisory responsibilities. The Utilities Operator D-2 provides technical guidance, mentorship and on-the-job training to Utilities Operator D-1 staff, assists with employee orientation, promotes safe work practices and supports competency development.

Professional Certification, Education And Experience

Minimum 3-5 years municipal utility operations experience.
Experience operating SCADA systems.
Experience responding to utility emergencies.
Experience using computerized maintenance and asset management systems.
Experience coordinating contractors is an asset.
EOCP Level II Water Distribution Certificate (required)
EOCP Level II Wastewater Collection Certificate (required)
Certificate in Water & Wastewater Technology or equivalent is an asset
Valid Class 5 BC Driver's License
Occupational First Aid Level 1
Confined Space Entry & Monitor
Fall Protection
WHMIS
Ground Disturbance Level II

Skills And Abilities

Thorough knowledge of municipal water distribution systems.
Thorough knowledge of wastewater collection systems.
Knowledge of the Drinking Water Protection Act and Regulations.
Knowledge of the Environmental Management Act.

Ability to interpret engineering drawings, utility maps and specifications.
