Rogers Cybersecure Catalyst (Catalyst) empowers individuals and organizations to seize the opportunities and tackle the challenges of cybersecurity. The Catalyst is a not-for-profit corporation owned and operated by Toronto Metropolitan University and based in Brampton, ON. Hybrid work schedule with expectations 2 days in the Brampton and Toronto offices.
The opportunity
Lead innovative training and workforce development programs that connect people, partners and opportunities in a rapidly evolving industry.
As Manager, Program Delivery, you’ll lead the development, management and delivery of skills and workforce development training programs that support Rogers Cybersecure Catalyst’s priorities and respond to evolving workforce needs. You’ll build and manage relationships with Catalyst stakeholders, partners and external organizations to develop training opportunities and partnerships, as well as lead calls for proposals and other funding opportunities.
You’ll also lead program outreach and relationship-building initiatives, including events that connect the Catalyst with partners, participants and the broader cybersecurity community. In addition, you’ll monitor program KPIs, financials and activity reporting, ensuring programs meet funding agreements, grant commitments and governance requirements. You’ll identify risks, assess opportunities for continuous improvement, and use program insights to strengthen delivery and outcomes.
Key responsibilities include:
- Leads the planning and day-to-day operational delivery of workforce development programs, including cohorts, budgets, facilitators, participants, events, logistics, technology and other delivery requirements. Ensures programs are delivered effectively from launch planning through completion, evaluation and funder reporting.
- Works closely with the Director in the development of a strategic framework for training programs. Participates in short- and long-range strategic planning with the Director and other Catalyst program areas, with a focus on translating program objectives into day-to-day delivery and operational plans
- Assists the Director in the development of key strategic training opportunities, partnerships, and relationships that align with the program goals, and objectives, including developing and implementing calls for proposals and other funding mechanisms.
- Develops, manages and monitors relationships with partners and contributors that directly assist in the delivery of programming and support services. Works regularly with facilitators, vendors, contributors and delivery partners to confirm requirements, resolve issues, coordinate timelines and ensure program activities remain on track.
- Oversees key stakeholder and partner management, including ensuring the completion of reports, regular update and activity meetings, and proactively managing issues to ensure high levels of stakeholder engagement and satisfaction.
- Develops strategies for outreach and relationship building with strategic networks to bring awareness to organizations, academic institutions, professional associations and other external bodies.
- Drives marketing initiatives for the program by collaborating with Catalyst brand and communications team on matters related to the planning, development and implementation of recruitment, marketing and promotion activities that position the Catalyst as a leader for cybersecurity training in Canada and internationally.
- Works closely with project leads and other Catalyst teams to manage partner relationships, day-to-day interactions, and communications.
- Ensures stakeholder needs are understood, alternative solutions to problems are evaluated, agreements are reached and documented and all stakeholder needs are translated into executable project plans.
- Conducts regular reviews to identify, measure and present KPIs including risk and opportunities and to ensure continuous improvement and evolution of programs. Ensures activity and financial reporting requirements for funding partners are met in a timely manner and comply with funding agreements, grant commitments, governance requirements and internal standards
- Manages and supervises staff, assigns and prioritizes tasks, establishes goals, sets expectations and evaluates performance. Hires, trains, develops and performance manages assigned staff. Monitors performance and provides feedback to staff on performance. Disciplines, carries out corrective action and makes recommendations on termination, as appropriate.

Qualifications
To help us learn more about you, please provide a cover letter and resume describing how you meet the following required qualifications:
- Completion of a graduate degree in Business Administration, Management, Technology, Finance or a related field.
- A minimum of 6 years of experience in a leadership administration role related to non-profit program delivery and grant compliance.
- Proven experience managing end-to-end program operations, including planning, scheduling, budgeting, facilitator and participant coordination, events, cohorts and logistics.
- Demonstrated experience with funder reporting, process standardization, vendor and facilitator management, and continuous improvement.
- Experience conceptualizing, planning and implementing innovative learning programs, with knowledge of project planning methodologies.
- Strong ability to adapt priorities and effectively manage competing demands across funding, reporting, program launch and delivery cycles.
- Ability to understand emerging technology and cybersecurity training needs and translate industry trends into relevant program opportunities.
- Knowledge of financial and budget management principles and practices.
- Strong computer proficiency, including Microsoft and Google Workspace, various software applications and video conferencing platforms.
- Ability to manage multiple and competing deadlines while working a flexible schedule. Local, national and international travel may be required to meet with stakeholders, attend events and support program delivery.
- Equivalent experience or a combination of equivalent experience and education may be accepted in place of education.
