POSITION OVERVIEW
The Senior Manager, Transportation (Rail) provides strategic and operational leadership for the safe, reliable, and customer-focused delivery of Subway and Light Rail Transit services across the TTC. Reporting to the Head of Transportation, this role oversees day-to-day divisional operations and drives performance across safety, service reliability, workforce effectiveness, financial stewardship, and continuous improvement.
Working within a complex, unionized environment, the Senior Manager leads service delivery, emergency response, and operational readiness while fostering a culture of accountability and excellence. The incumbent mitigates risk, optimizes resources, and ensures the achievement of key operational and business objectives.
SCOPE & RESPONSIBILITIES
The duties of this role will include but are not limited to the below:
Operational Leadership & Service Delivery
- Lead the safe, reliable, and efficient delivery of Subway and LRT services, ensuring operational performance aligns with TTC objectives.
- Oversee operational readiness and service delivery across assigned divisions, providing strategic oversight of emergency response, incident management, service recovery, and after-hours operations in support of a 24/7 transit environment.
- Drive continuous improvement initiatives through performance analysis, operational planning, and the implementation of best practices to enhance safety, customer experience, and service reliability.
- Serve as a key advisor and delegate to the Head of Transportation, providing leadership continuity and operational expertise on complex transportation matters.
People Leadership & Labour Relations
- Foster a culture of safety, accountability, employee engagement, and operational excellence.
- Build organizational capability through workforce planning, performance management, succession planning, leadership development, coaching, and talent initiatives that support long-term operational excellence.
- Develop and maintain productive labour relations, ensuring the consistent application of collective agreements, policies, and people practices while effectively addressing employee relations matters.
Strategic & Financial Management
- Oversee operational and financial performance, including resource planning, budget management, and the identification of efficiency and productivity improvements.
- Collaborate with internal and external stakeholders to support strategic priorities, special projects, and team objectives.
- Champion organizational change and modernization initiatives, fostering a culture of continuous improvement, innovation, and operational excellence.
- Analyze operational data, risks, and trends to inform decision-making, support business planning, and drive sustainable service improvements.
KEY SKILLS & EXPERTISE
- Extensive leadership experience in transportation, rail transit, or a similarly complex operational environment, with expertise in service delivery, safety, workforce management, and regulatory compliance.
- Proven ability to lead large, unionized teams, drive operational excellence, implement strategic initiatives, and manage financial and organizational performance.
- Strong change leadership, labour relations, stakeholder management, and talent development capabilities.
- Exceptional analytical, communication, and decision-making skills, with a demonstrated ability to influence outcomes and deliver results in a fast-paced environment.
- Valid non-probationary Ontario Class G driver's license and access to a personal vehicle.
EDUCATION & PROFESSIONAL CREDENTIALS
- Completion of a post-secondary diploma or university degree in a related discipline (i.e. Business Administration, Transportation), combined with extensive progressively responsible management experience in a unionized environment, or a combination of education, training, and experience deemed to be equivalent.
