What You Will Get To Do

Reporting to the Senior Manager, Security & Enforcement Services, the Supervisor of Corporate Security is responsible for the management and administration of the security operations for the Town of Whitby, including developing, implementing and monitoring the Corporate Security Program in partnership with town departments for the protection of town employees its customers, and physical assets. This is accomplished by using a mix of proactive and reactive security measures, supported by current and relevant documentation.
Duties for this newly created progressive role include, but are not limited to:
- Assists the Senior Manager, Security & Enforcement Services, to develop and implement the corporate security philosophy, policy/procedures and strategy to effectively deliver a centralized solution for the security of Town employees, members of the public and all Town assets utilizing our facilities and services and our physical assets.
- Directs, coordinates and monitors day-to-day functions and services of security (contracted services). This includes reviewing and evaluating work performance, providing guidance and interpretation of Town specific policies and procedures, addressing complaints/disputes and resolving problems.
- Develops, implements, monitors and evaluates a Town wide Security Program with interdepartmental engagement in order to deliver risk prevention, detection and response programs that ensures that all Town staff, customers and assets are protected and that Town services and facilities remain safe.
- Develops implements, and monitors security activity and security incidents, and ensures that all security incidents are properly documented, investigated, traced and closed (including post-event analysis and review).
- Conducts and manages applicable security investigations related to non-criminal incidents including but not limited to trespassing, and suspicious activity; as well as criminal incidents including but not limited to thefts, property damage, and offences against persons.
- Acts as a liaison with law enforcement personnel during criminal investigations, event security planning, and the release of security camera recordings.
- Primary responsibility for policy administration, triage, investigation, and case management of complaints under the Public Code of Conduct. Includes the gathering and consideration of evidence, determining if the policy was violated, and assigning the appropriate consequences.
- Develops a security risk assessment process to consider threats and vulnerabilities of all Town facilities and proposes/develops/implements prohibitive measures as may be applicable.
- Ensures the Town's Security Program and various security services are delivered in accordance with appropriate legislation and regulations.
- Manages the annual operating/capital budget related to the security function and implements controls to track and monitor expenditures.
- Develops and implements an integrated solution for the application for security technical equipment (such as access control, intrusion alarms and CCTV) across all Town buildings in order to reduce duplication and ensure cost effectiveness.
- Develops, implements, monitors and evaluates a Town wide Emergency Procedures with interdepartmental engagement in order to provide information, direction, and appropriate training to ensures that all Town staff, and managers understand their role and responsibility during an incident or emergency.
- Attend municipal council, committee, and public meetings to support the orderly conduct of proceedings, monitor attendee behavior to ensure compliance with municipal policies, procedures, and applicable by-laws.
- Intervene in disturbances using a measured approach, including verbal de-escalation, and, where necessary, physical intervention consistent with training, judgement, and legal authority to detain or arrest individuals in accordance with the Criminal Code of Canada, the Trespass to Property Act (Ontario), and other relevant legislation.

What You Bring To Our Team
As the successful applicant, you must possess:
Knowledge Requirements
- University degree in Criminology, Business Administration, Criminal Justice or Emergency Management
- Successful completion of industry-specific certified professional designation, such as Certified Protection Professional, Certified Fraud Examiner and/or Physical Security Professional is preferred
- Current member of the American Society of Industrial Security (ASIS) in good standing preferred
- Possession of a valid Province of Ontario Security Licence, as defined in the Private Security & Investigative Services Act
- Training/certification in CPTED (Crime Prevention Through Environmental Design), Basic Emergency Management (BEM), and Incident Command System (ICS) 100
- Additional required training and certifications in Verbal De-escalation, Legal Arrest Authorities, Physical Restraint of Violent Persons, and Defensive Tactics
Skill Requirements
- Five (5) years extensive security experience implementing and managing corporate security services in accordance with policies and processes
- Demonstrable working knowledge of the Criminal Code of Canada, Trespass to Property Ace and Public Works Protection Act Environmental and Occupational, Safety, Health & Risk Management policies and procedures
- Environmental and Occupational, Safety, Heath & Risk Management policies and procedures
- Strong knowledge in the area of security practices, methods and enforcement strategies
- Above average communication skills and strong customer service orientation to deal effectively with the public, staff, community group representatives, and public officials
- Strong leadership, planning, organizational and public relations skills to establish and maintain effective business relationships with all levels of staff
- Ability to work with multiple priorities in an active environment
- Ability to read blueprints and details for building construction and/or renovation and ability to communicate using technical terminology for areas of responsibility
- Develops and implements corporate security policies and procedures Demonstrated ability to exercise effective budget control
- Must be able to obtain Basic Emergency Management certification
- Proficiency in the use of personal computers and Window based computer applications
- Strong knowledge of the deployment, installation, and operational use of physical security systems such as access controls alarms and CCTV
- Must be willing and able to work irregular hours, on weekends, and on holidays as required and respond to after work emergencies
- Successful candidates will be required to provide a satisfactory police record check to the Corporation as a condition of employment
- A valid, satisfactory police criminal record check to work with the vulnerable sector
- Must hold or acquire within six months, a current Standard First Aid (within two year of certification), Basic Rescuer CPR-C (within on year of certification) and AED Certification
- Must possess a valid class “G” Ontario Drivers’ License and provide ongoing consent to conduct a Driver’s Abstracts through the Ministry of Transportation. A clean driving record is preferred.
