Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as Director, Regulatory. In this position, you will provide regulatory leadership for the existing Trans Mountain Pipeline System including optimization and expansion projects, ensuring regulatory requirements are effectively managed and integrated into the corporation. The successful candidate will demonstrate strong regulatory knowledge of federal, state and provincial frameworks, understand the current opportunity to support regulatory reform, demonstrate strategic leadership, and the ability to support operational and project execution through effective team oversight and stakeholder collaboration.
Key Responsibilities
- Direct a team of experienced regulatory experts responsible for obtaining and managing authorizations from Federal Agencies including the Canadian Energy Regulator (CER), Environment and Climate Change Canada, Vancouver Fraser Port Authority, Department of Fisheries and Oceans, Parks Canada, as well as authorizations issued by provincial regulatory bodies (e.g. British Columbia Environmental Assessment Office) as required. The role will also support PHMSA and FERC requirements as needed.
- Influence and make recommendations to agencies and regulatory bodies to help streamline and make more efficient regulatory processes and approvals for the full life cycle of Trans Mountain assets.
- Oversee and lead the Regulatory Policy group in monitoring legislative changes and managing corporate input into proposed federal state or provincial legislation or regulations that may have an impact on the company.
- Development and execution of regulatory risk assessments and planning strategies for growth capital projects (including business development initiatives)/decommissioning/abandonment projects – supporting the Trans Mountain stage-gate process to ensure that tolls/tariff and regulatory facility considerations are embedded in commercial decisions.
- Oversee development and implementation of compliance plans to support consistency between externally driven compliance findings (Non-Compliances, Inspections, Corrective Action Plans, Audits) and internal systems/processes.
- Collaborate with the Trans Mountain permit team and functional teams, including Environment, Health and Safety, Engineering, and Quality, to ensure regulatory requirements are reflected in future project plans.
- Ensure capital project condition compliance and related filings are timely, high quality, and aligned with construction execution schedule requirements.
- Provide oversight for the Regulatory compliance team responsible for on-site regulator-led inspection support and Compliance Verification Activity processes and submissions.
- Engage with Subject Matter Experts and project leadership to ensure regulatory deliverables are completed in full, on schedule, and in accordance with regulatory agency timeframes and expectations.
- Support talent management and succession planning for managers and their teams to ensure regulatory deliverables continue to be managed to high standards.
- Establish and maintain relationships with key contacts within regulatory agencies on behalf of Trans Mountain to communicate regulatory priorities, interpret requirements and ensure awareness and understanding of the corporation’s priorities (operations and project).
- Responsible for development of condition tracking and document retention systems to support Regulatory work, future research needs, and compliance requirements.
Qualifications and Professional Experience
- Post-secondary education in Commerce, Economics, Public Policy, Environment, Project Management, or related discipline.
- A minimum of 10 years of progressive, relevant experience.
- Professional training in economics, regulatory analysis.
- Extensive knowledge of petroleum pipeline systems.
- Experience successfully planning and executing major projects.
- Experience working with a multi-disciplinary team of project professionals.
- Deep understanding of pipeline and oil and gas regulatory regimes in Canada – including experience with CER regulation.
- Familiarity with relevant Canadian and International codes and standards.
- Practical skills in liaising directly with Government Authorities.
- Demonstrated leadership and people-management skills, including oversight of a diverse team of professionals with direct impact on organizational performance.
- A supportive and collaborative leader who values mentoring, coaching, and building strong teams, and who approaches difficult conversations with empathy and clarity.
- A consistent track record of delivering high‑quality work while managing competing priorities and supporting key business processes and operational functions.
- Demonstrated ability to work effectively with colleagues and stakeholders at all levels and from diverse backgrounds.
- Strong communication skills, including the ability to convey information clearly, respectfully, and professionally. Proven ability to navigate complex priorities and friction in the Health and Safety remit.
