Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state.

Trans Mountain also operates a state-of-the-art loading facility, Westridge Marine Terminal, with three berths providing tidewater access to global markets.

Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as a Governance & Implementation Advisor (Contract).

In this position, you will play a key role in defining, maintaining, and supporting the implementation of the management system (ISLMS), standards, procedures, accountabilities, and escalation pathways aligned with ISLMS. The successful candidate will demonstrate expertise in developing clear, auditable, and practical governance requirements, supported by implementation planning, stakeholder engagement, adoption support, and continuous improvement.

Key Responsibilities

Establish and maintain management system frameworks, standards, procedures, role accountabilities, and decision rights to meet legal requirements and to augment as part of continuous improvement.
Engage and seek feedback from impacted stakeholders through workshops and feedback sessions and support their understanding and implementation of governance requirements.
Develop and maintain governance lifecycle requirements, handoffs, escalation pathways, evidence expectations, and accountability structures.
Translate governance requirements into practical implementation plans, process guidance, adoption materials, and stakeholder support tools.
Monitor implementation consistency, user adoption, sustainment effectiveness, and governance compliance across the organization.
Identify governance gaps, implementation barriers, recurring issues, and lessons learned requiring framework improvements.
Develop recommendations to address implementation barriers, governance gaps, and recurring issues.
Support audit readiness and regulatory defensibility through clear governance structures and documented accountabilities.

Qualifications and Professional Experience

Post-secondary education in Business Administration, Governance, Compliance, Risk Management, Public Administration, Quality Management, or related discipline.
Minimum 6 years of progressive experience.
Diploma or certification in Management Systems, Organizational Effectiveness, Change Management, or Process Improvement considered an asset.
Certified Manager of Quality/Organizational Excellence (CMQ/OE), and ISO Management Systems training (e.g., ISO 9001, ISO 31000, or ISO 45001) are considered assets.
Knowledge of CER OPR and CSA Z662 would be an asset
Experience interpreting legal requirements.
Experience developing policies, standards, procedures, governance models, and accountability frameworks.
Experience supporting implementation of enterprise programs, management systems, or regulatory initiatives.
Experience facilitating cross-functional coordination, stakeholder engagement, and organizational change.
Experience supporting audits, regulatory audits and inspection, and management systems.
A consistent track record of delivering high‑quality work, managing competing priorities, and supporting key business processes or operational functions.
Demonstrated ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization.
Effective communication skills, including the ability to convey information clearly, respectfully, and professionally.
Commitment to inclusive practices and a willingness to contribute positively to a collaborative and supportive workplace culture.
