Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as Manager, Pipeline, Mainline Optimization Project (MOP). In this position, you will lead the pipeline scope of the Mainline Optimization Project, supporting the objective to increase Line 2 capacity from 540 kbpd sustainable to 805 kbpd sustainable, with 840 kbpd sustainable during winter. Early In Service is targeted for early Q1 2029, with Full Service targeted for Q2/Q3 2029.

Key Responsibilities

Lead the development, execution, commissioning, and handover of the pipeline workstream, including the 30 km new NPS 36 pipeline segment north of Kamloops and the addition of 9 new valves (4 main line block valves and 5 check valves).
Manage all phases of pipeline project execution, ensuring scope, schedule, budget, quality, and operational objectives are achieved while coordinating engineering, construction, commissioning, regulatory, and operational activities throughout the project lifecycle.
Provide leadership and day-to-day direction to Pipeline Project Managers, Project Engineers, contractors, consultants, construction resources, and functional support teams, fostering collaboration, accountability, and effective execution across multiple disciplines and stakeholders.
Guide consultant, contractor, and vendor scoping, bidding, evaluation, award, and performance management processes in collaboration with Supply Chain Management and functional groups, including input on construction contractors, pipeline material suppliers, specialty subcontractors, and equipment vendors.
Support the development, negotiation, and administration of construction contracts and contractor execution plans for pipeline, valve, and right-of-way scopes, ensuring procurement and material delivery align with the approved schedule.
Oversee review and approval of contractor construction documents, work plans, quality plans, inspection and test plans, traffic and access plans, and execution strategies, including obtaining acceptance from key stakeholders.
Work collaboratively with Engineering and Operations through conceptual, preliminary, and detailed design to support safety, functionality, maintainability, constructability, operability, lifecycle value, and readiness for commissioning and handover.
Manage complex pipeline interfaces with pump station additions, terminal modifications, DRA implementation at additional stations, valve installations, tie-in work, right-of-way and access requirements, outages, commissioning, active pipeline operations, and Operations constraints.
Develop, maintain, and manage pipeline execution plans, schedules, estimates, forecasts, budgets, risk assessments, risk registers, constructability reviews, Stage-Gate submissions, gate deliverables, and senior-leadership reporting, ensuring pipeline-specific schedule drivers and execution risks are clearly reflected.
Ensure pipeline scope, assumptions, battery limits, interfaces, regulatory commitments, and project deliverables are clearly defined, communicated, and controlled, while aligning the activities of Engineering, Regulatory, Environmental, Land, Indigenous Relations, Operations, Supply Chain Management, and Project Controls teams.
Drive effective risk management and regulatory compliance across the pipeline workstream, proactively identifying and mitigating risks related to permitting, land access, construction sequencing, weather, materials, stakeholder commitments, productivity, tie-ins, and execution readiness, while ensuring compliance with CER requirements, permits, approvals, and project commitments.
Prepare and deliver project updates, presentations, decision support materials, and status reports to project leadership and stakeholders, providing clear communication on scope, progress, milestones, risks, issues, and execution performance to support timely decision-making and alignment.

Qualifications and Professional Experience

Post-secondary education in Engineering, or related discipline.
Professional Engineer (P. Eng). Registration with Provincial Professional Engineering Associations (APEGA or APEGBC).
PMP Certification is considered an asset.
Minimum 10 years of progressive experience.
Excellent project management with demonstrated leadership capabilities.
Demonstrated experience in people leadership or senior supervisory roles, with accountability for team performance and delivery in fast-paced, deadline-driven environments, and a proven ability to lead and coordinate cross-functional teams to successfully achieve defined business objectives and desired outcomes.
Experience in the oil and gas industry, with Midstream industry experience strongly preferred.
Collaborative and supportive leader with a passion for mentoring, coaching, developing talent, fostering teamwork, and guiding others through difficult conversations with empathy, tact, diplomacy, and discretion.
A consistent track record of delivering high‑quality work, managing competing priorities, and supporting key business processes or operational functions.
Strong ability to build and maintain collaborative, trust-based relationships with colleagues, stakeholders, and leaders across diverse backgrounds and organizational levels.
Excellent communication skills, with the ability to convey information clearly, respectfully, professionally, and with sound judgment in both routine and high-stakes situations.
