Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as Project Engineer, Pipeline MOP (Contract). In this position, you will play a key role in being responsible for managing assigned facilities packages within the Mainline Optimization Project (MOP). The MOP objective is to increase Line 2 capacity from 540 kbpd sustainable to 805 kbpd sustainable. Early In Service is targeted for early Q1 2029. The role will manage assigned pump station, terminal, fabrication, construction, commissioning, turnover, and handover scope as part of the integrated facilities delivery team.
Key Responsibilities
- Support engineering and project delivery for the 30 km of new NPS 36 pipeline segment north of Kamloops and 9 new valves (4 main line block valves and 5 check valves), including design reviews, technical deliverables, material and construction package support, and close-out documentation.
- Support pipeline interfaces with tie-ins, 9 new valves (4 main line block valves and 5 check valves), right-of-way/access requirements, pump station additions, terminal modifications, DRA implementation, power interfaces, and Operations constraints.
- Prepare and coordinate technical inputs for estimates, schedules, risk assessments, constructability reviews, regulatory submissions, procurement packages, contractor documents, commissioning support, and Stage-Gate deliverables.
- Provide project engineering support for assigned MOP pipeline scope from development through engineering, procurement, construction, commissioning, turnover, and close-out.
- Support the Manager, Pipeline MOP and Project Manager, Pipeline in coordinating engineering deliverables, technical decisions, action items, schedules, estimates, risk registers, and gate deliverables.
- Coordinate with Engineering, Operations, construction, SCM, project controls, quality, HSE, environment, land, permitting, consultants, contractors, and vendors to support integrated delivery of pipeline scope.
- Review engineering deliverables, drawings, specifications, data sheets, material requisitions, technical bid evaluations, construction work packages, and contractor documents for completeness, consistency, and alignment with Project requirements.
- Support preparation and maintenance of scope descriptions, battery limits, assumptions, exclusions, interface registers, change logs, action registers, decision records, and technical clarifications.
- Support risk identification and mitigation for engineering quality, technical interfaces, materials, constructability, permitting, land access, construction sequencing, tie-ins, commissioning, and turnover.
- Support the Trans Mountain Stage-Gate Project Delivery Model by preparing technical inputs, planning documents, estimates, schedules, risk assessments, and gate evidence for assigned pipeline scope.
- Support regulatory and permitting processes by preparing or coordinating technical inputs, reviewing documents, responding to information requests, and tracking commitments related to pipeline scope.
- Assist with procurement by supporting material take-offs, technical specifications, valve package inputs, vendor document review, bid evaluations, purchase requisitions, and delivery tracking for assigned pipeline materials and services.
- Support contractor planning and field execution by reviewing work plans, quality plans, inspection and test plans, construction procedures, hydrotest plans, commissioning plans, and turnover documentation.
- Coordinate with Operations on design inputs, maintainability, operability, tie-ins, outages, commissioning, and handover requirements.
- Participate in constructability reviews, risk workshops, design reviews, value-improvement reviews, and lessons-learned activities as required.
- Support resolution of RFIs, technical deviations, field changes, non-conformances, design changes, and engineering or construction issues in collaboration with the responsible disciplines.
- Ensure Trans Mountain health, safety, environmental, quality, and security expectations are incorporated into technical deliverables and construction planning.
- Maintain accurate technical records, action registers, meeting notes, decision logs, and close-out documentation for assigned scope.
- Prepares concise technical updates, presentations, reports, and decision materials for the Pipeline Manager, Project Manager, and project leadership as required.
Qualifications and Professional Experience
- Post-secondary education in Bachelor of Engineering. EIT or P. Eng Certification required. PMP Certification an added benefit but not required.
- Minimum 5 years of progressive experience in the Oil & Gas industry or equivalent industry experience.
- A consistent track record of delivering high‑quality work, managing competing priorities, and supporting key business processes or operational functions.
- Demonstrated ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization.
- Effective communication skills, including the ability to convey information clearly, respectfully, and professionally.
- Commitment to inclusive practices and a willingness to contribute positively to a collaborative and supportive workplace culture.
