Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state.

Trans Mountain also operates a state-of-the-art loading facility, Westridge Marine Terminal, with three berths providing tidewater access to global markets.

Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as a Senior, Competency & Qualification Advisor. In this position, you will play a key role in providing subject matter expertise and support for the organization's competency, qualification, Operator Qualification (OQ), contractor competency assurance, and learning management system functions. The successful candidate will support the development, implementation, administration, and continuous improvement of workforce capability programs, processes, and systems to help ensure alignment with operational requirements, regulatory obligations, and industry best practices.

Key Responsibilities

Develop, maintain, and improve competency frameworks, role-based capability requirements, qualification standards, and support governance processes to support workforce capability and compliance requirements.
Support the design, implementation, and continuous improvement of competency assessments, qualification validation processes, evaluator qualification requirements, quality assurance activities, and audit readiness initiatives.
Support the Operator Qualification (OQ) Program by maintaining covered task requirements, monitoring compliance, and preparing program reporting and documentation.
Support the Contractor Competency Assurance Program (CCAP) by maintaining qualification requirements, monitoring contractor compliance, conducting assurance activities, and preparing analyses and reports for stakeholders.
Provide expertise and support for competency, qualification, OQ, CCAP, and learning management system processes, including identifying improvement opportunities, documenting business requirements, testing enhancements, and supporting system effectiveness.
Collaborate with Operations, Compliance, Risk, and Training & Content Design to ensure competency and qualification requirements align with operational, regulatory, and workforce needs.
Analyze competency, qualification, compliance, and program performance data; prepare reports, metrics, and recommendations to support decision-making, audit readiness, and continuous improvement initiatives.

Qualifications and Professional Experience

Post-secondary education in Trades, Engineering, Adult Education, or related discipline required.
Designation/Certifications, such as Certified Training and Development Professional (CTDP) and Change Management are considered an asset.
10+ years of progressive experience.
Understanding of pipeline operations, field work execution, operational risk controls, workforce capability requirements, and continuous improvement principles is a strong asset.
Strong knowledge of competency management, qualification programs, assessment methodologies, and workforce capability frameworks.
Knowledge of Operator Qualification (OQ), contractor compliance assurance, regulatory requirements, and audit readiness practices.
Experience supporting regulatory compliance programs within a highly regulated operational environment.
Strong understanding of learning management systems, system administration, reporting, data governance, and learning technology processes.
A track record of delivering high‑quality work, managing competing priorities, and supporting key business processes or operational functions.
Demonstrated ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization.
Effective communication skills, including the ability to convey information clearly, respectfully, and professionally.
Proven organizational skills with the ability to manage priorities, meet deadlines, and maintain attention to detail in a fast‑paced environment.
