Responsibilities
PRIMARY PURPOSE
The Project Manager I will be responsible for administering the First Nation Transportation Funding Program within the Municipal Funding Programs. This is to advance reconciliation with First Nations governments by delivering substantively equitable transportation solutions that are built on meaningful, trust-based relationships. The role supports the implementation of projects in alignment with TransLink's commitments to reconciliation, Indigenous rights, related legislative and regulatory requirements, and established best practices for working collaboratively and respectfully with First Nations governments and communities.
Working in partnership with Indigenous Relations and Transporting Planning, the role coordinates program delivery and collaborates with First Nations, TransLink departments, and local municipal governments. Where projects occur on Treaty, reserve, or other lands under First Nation jurisdiction, the role must ensure that project planning and delivery align with the applicable laws, policies, protocols, permitting requirements, and decision-making processes of the respective First Nation, working closely with Indigenous Relations to support Nation-specific approaches. The role provides strategic oversight and technical direction for projects of high impact, risk and complexity that are highly visible and sensitive in nature.
KEY ACCOUNTABILITIES
Administer the First Nations Transportation Funding Programs by reviewing funding applications, coordinating agreements, monitoring project progress, managing reporting requirements, supporting financial forecasting, and facilitating project close-out activities.
Partner with Indigenous Relations and participating First Nations to support the planning, development, and implementation of transportation, mobility, and access projects that reflect Nation-specific priorities, protocols, and perspectives while contributing to TransLink's reconciliation commitments and regional transportation objectives.
Coordinate project activities and provide project administration support throughout the project lifecycle, ensuring alignment with funding program requirements, TransLink policies, governance processes, and applicable First Nation laws, protocols, permitting requirements, and approval processes.
Monitor project schedules, budgets, deliverables, risks, and performance metrics, and prepare regular status updates, reports, forecasts, and recommendations to support management decision-making and effective program oversight.
Support the evaluation of project proposals by assessing eligibility, funding criteria, program compliance, and alignment with TransLink priorities, and contribute to governance and approval processes.
Facilitate collaboration and communication among First Nations, Indigenous Relations, TransLink departments and operating companies, municipalities, consultants, contractors, and other project stakeholders to support successful project delivery.
Assist participating First Nations with the procurement and administration of consultants, contractors, and professional service providers for transportation studies, design initiatives, and project delivery activities.
Prepare and administer funding agreements, contracts, scopes of work, technical requirements, project documentation, and related records in accordance with program and organizational requirements.
Collect, analyze, and communicate feedback from First Nations representatives, project partners, and stakeholders to support program evaluation, continuous improvement initiatives, and future program enhancements.
Develop reports, presentations, briefing materials, and other documentation for senior management, committees, and governance bodies.
Build and maintain productive working relationships with First Nations and project partners, participating in meetings, site visits, community events, and engagement activities as required.
Coordinate consultant and contractor activities, monitor contract performance and compliance, and support the resolution of project issues within established authority levels.
Provide guidance and support on project management practices, processes, and reporting requirements to promote consistent and effective project delivery.
Represent TransLink on committees, working groups, and stakeholder forums, and support external communications related to program and project activities.
At the request of participating First Nations, coordinate and support the delivery of one or more transportation projects, including schedule tracking, budget monitoring, consultant and contractor coordination, risk tracking, and project reporting.
Qualifications
EDUCATION AND EXPERIENCE
The competencies for this position would typically be acquired through completion of a post-secondary degree, preferably a university degree in Engineering and/or Business. Requires a PMP certification or close to obtaining one. Requires six 6 years of previous experience in relationship building, involved in developing transportation projects, and related project management work. Preference for experience working with Indigenous communities or consideration for equivalent experience in transportation or community planning projects related to Indigenous communities or lands, including relevant lived experience.

Deep understanding of Indigenous rights, governance structures, cultures, and social, economic, and environmental challenges and opportunities facing Indigenous communities.
Identifies creative, context-sensitive solutions that reflect Indigenous communities’ values and aspirations when problem solving.
Advanced analytical skills include the ability to identify and assess the impacts of project-related risks and opportunities in an integrated, multi-disciplinary, highly sensitive environment.
Advanced written and oral communication skills include the ability to compose and deliver reports and presentations to a variety of audiences at all levels and to facilitate meetings.
Advanced interpersonal skills include the ability to achieve consensus between internal and external groups and to mitigate and minimize project risks. Includes negotiation skills as they pertain to contracts, multi-party agreements and conflict resolution.
Advanced relationships building skills that build trust with Indigenous communities and with multiple internal and external stakeholders.
Advanced time management and organization skills to balance and coordinate effort across multiple, concurrent activities.
Solid knowledge of the principles, theories, concepts and practices of complex, multi-stakeholder planning, project management or portfolio management
Solid understanding of the regional transportation authority, transportation and land use planning, social planning, related engineering process, modelling, finance mapping, legal and statutory processes, political structures and governance.
Solid financial acumen to allow for effective planning, management, and expenditure of operational and capital costs.
Indigenous cultural safety certification, will be an asset
Solid technical skills in business and project management computer applications and databases..
Other Information
Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. Work Schedule
37.5 hours per week.

Rate of Pay
The salary for this position ranges from $91,840 - $137,760 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
