Responsibilities

PRIMARY PURPOSE

Provides strategic expertise and recommendations for Engineering's resource management, workforce planning, and organizational capacity management functions. Establishes and continuously improves the frameworks, governance, methodologies, and systems required to align workforce capacity and capabilities with portfolio priorities, enabling informed resource investment decisions and successful delivery of Engineering's capital program.

Serves as Engineering's subject matter expert and trusted advisor for workforce planning, resource governance, capacity forecasting, and project staffing strategy, providing executive decision support on organizational readiness, delivery capacity, resource risks, and workforce investments.

KEY ACCOUNTABILITIES

Resource Management Strategy

Provides inputs towards developing and maintains Engineering's Resource Management Strategy, ensuring workforce planning, resource allocation, and organizational capacity are aligned with corporate objectives, capital investment plans, delivery commitments, and portfolio priorities. Responsible for:

Developing and maintaining the Engineering Resource Management Framework.

Establishing resource management policies, standards, and governance practices.

Developing recommendations related to workforce investment, affordability, and organizational capacity strategies.

Identifying strategic resource risks and providing recommendations regarding workforce, contractor, and organizational solutions to support portfolio objectives.

Workforce Planning & Capacity Management

Create and coordinates Engineering's workforce forecasting and capacity planning practices by developing integrated resource plans that align future demand with organizational capability.

Responsible for:

Workforce and capacity forecasting.

Multi-year workforce planning and modelling.

Resource, skills, and capability gap analysis.

workforce growth planning.

Organizational capacity assessments and scenario analysis.

Identifies future resource constraints and provides mitigation recommendations to support delivery commitments.

Resource Governance & Portfolio Prioritization

Develops and maintains governance processes to support transparent, equitable, and portfolio-optimized resource allocation decisions across Engineering. Responsible for:

Resource allocation and assignment recommendations.

Prioritization, escalation, and decision-rights frameworks.

Cross-functional resource coordination and capacity review processes.

Supports resolution of competing demands and provides recommendations regarding resource trade-offs, delivery sequencing, portfolio balancing, and organizational capacity constraints.

Resource Planning Standards & Project Resource Recipes

Develops and maintains Engineering's resource planning methodology, including project resource recipes, staffing models, role libraries, allocation standards, utilization targets, productivity assumptions, and workforce planning practices.

Develops recommended staffing structures, role mixes, and resource requirements based on project category, complexity, risk, and delivery approach.

Establishes category-based staffing models and recommended resource mixes for projects, programs, and studies based on complexity, risk, and delivery requirements.

Resource Systems, Analytics & Data Governance Responsible for:

Resource management systems, business requirements, and reporting.

Capacity forecasting, analytics, and workforce dashboards.

Resource master data, taxonomy, governance, and data quality.

PMIS, OPC, EPP, and future resource management capabilities.

Provides resource forecasting, affordability analysis, risk assessments, and decision-support information to leadership.

Organizational Capability & Performance

Contribute towards development and maintain competency frameworks, capability inventories, workforce development strategies, succession planning approaches, and resource management performance measures. Supports continuous improvement through benchmarking, maturity assessments, performance monitoring, and implementation of industry best practices.

Strategic Resource Advisory Services

Acts as Engineering's subject matter expert on workforce planning, organizational capacity, and resource management. Provides strategic advice and recommendations to senior managers regarding workforce investments, delivery readiness, organizational capacity, resource risks, portfolio affordability, capability development, portfolio prioritization, and resource optimization.

Supports portfolio governance committees, and capital planning processes through analysis, recommendations, and evidence-based decision support.

Qualifications

EDUCATION AND EXPERIENCE

University degrees in Business, Engineering, Project Management, Finance, Operations Management, or a related discipline.

Professional designation such as PMP, PMI-PMOCP, PMI-SP, or equivalent is considered an asset.

Seven (7) of progressively responsible experience in resource management, workforce planning, portfolio management, PMO leadership, capital program delivery, or a related field.

Experience developing workforce plans, capacity models, forecasting methodologies, and resource management frameworks within a complex project, program, or portfolio environment.

Experience supporting organizational planning, resource governance, and executive decision-making.

Experience developing resource allocation models, staffing frameworks, workforce planning methodologies, or role-based deployment strategies, including implementation or utilization of portfolio management, workforce planning, enterprise resource management, or project management information systems (PMIS), is considered an asset.

Experience developing resource allocation models, staffing frameworks, workforce planning methodologies, or role-based deployment strategies for project, program, or portfolio environments.

OTHER REQUIREMENTS

Technical Knowledge

Knowledge of portfolio management, capital program delivery, and project governance practices.

Knowledge of workforce planning, demand and capacity management, resource forecasting, and organizational capacity planning.

Understanding project management, portfolio management, and resource planning methodologies.

Knowledge of portfolio management systems, resource management tools, data governance practices, and reporting solutions.

Knowledge of workforce analytics, scenario modelling, portfolio optimization, organizational design, change management, and benefits realization principles.

Skills and Abilities

Strong business case development, financial analysis, and organizational planning skills.

This position offers the flexibility of working both on-site and remotely within B.C.

Rate of Pay

The salary for this position ranges from $91,840 - $137,760 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
