About the Project:
The Eglinton Crosstown West Extension will bring the Eglinton Crosstown LRT another 9.2 kilometers farther west, creating a continuous rapid transit line from the east end of Toronto into Mississauga. The Stations, Rail, and Systems (SRS) package encompasses the design, construction, integration, and commissioning of key project components.
Position Overview
TRP has a current vacancy for an experienced an Assistant Site Superintendent.
TRP is seeking an experienced Assistant Site Utility Superintendent to support the Utility Site Superintendent in the day-to-day field management and coordination of utility construction activities across the ECWE SRS project.
The Assistant Site Utility Superintendent will assist with planning, supervising, coordinating, and monitoring utility work activities, including utility relocations, protection, installation, excavation, tie-ins, testing, restoration, and associated civil works.
This position will work closely with the Utility Site Superintendent, Construction Managers, Project Managers, Utility Coordinators, Engineering, Design, Traffic & Transit, Environmental, Quality, Health & Safety, Survey, Project Controls, utility owners, subcontractors, and field crews.
The successful candidate will have hands-on experience in utility or civil construction and demonstrate the leadership, organization, and technical knowledge required to coordinate construction activities safely, efficiently, and in accordance with project requirements.
Key Responsibilities
Field Construction Supervision
- The Assistant Site Superintendent supports the Site Superintendent in the day-to-day coordination and supervision of all on-site construction activities for wet utilities, drainage, and earthworks. This role assists in leading foreman coordination meetings, safety briefings, and FLHA reviews, and helps monitor subcontractor performance, productivity, and adherence to scope, schedule, and quality requirements. The Assistant Site Superintendent contributes to the development and updating of three-week lookahead schedules, tracks daily progress and installed quantities, and helps identify and escalate issues that may impact workflow or milestones. Working under the direction of the Site Superintendent, this position maintains a strong on-site presence, supports implementation of safety and quality systems - including compliance with method statements and Inspection and Test Plans (ITPs) - and assists in maintaining accurate daily records, reports, and documentation to support project controls and change management.
Utility Construction
Support construction activities involving:

Ensure work is coordinated with existing utilities, proposed infrastructure, and adjacent construction activities.
Utility Relocation & Protection
- Assist with utility relocation and protection activities.
- Coordinate utility locates, potholing, daylighting, test pits, and investigative work.
- Verify existing utility locations and conditions in the field.
- Assist with coordination of temporary utility support and protection measures.
- Monitor work around live and existing utilities.
- Assist with utility shutdowns, isolations, cutovers, and tie-ins.
- Coordinate with utility owners and field representatives as directed.
- Identify discrepancies between utility records, drawings, and actual field conditions.
- Immediately report unexpected or potentially hazardous utility conditions.
- Assist Engineering and Design teams with resolving field utility conflicts.
Excavation & Trenching
- Assist with supervision of excavation and trenching activities.
- Ensure utility excavation follows approved construction methods and safety requirements.
- Monitor trench conditions, access, egress, shoring, protection systems, and dewatering.
- Coordinate utility bedding, installation, backfill, compaction, and restoration.
- Ensure existing utilities and adjacent structures are protected during excavation.
- Coordinate survey and inspection activities prior to backfilling.
- Ensure crews follow approved excavation and utility installation procedures.
- Escalate unsafe excavation or trench conditions immediately.
Construction Coordination
- Coordinate utility work with station excavation, foundations, structures, roadworks, drainage, traffic management, and other civil activities.
- Coordinate utility activities with other TRP construction teams and subcontractors.
- Participate in daily coordination and weekly planning meetings.
- Review upcoming activities to identify utility conflicts and access requirements.
- Coordinate work sequencing to minimize disruption to other construction activities.
- Assist in identifying constraints, access issues, material requirements, and resource needs.
- Support coordination of utility activities across multiple work fronts where required.
Utility Owner Coordination
- Support coordination with utility owners, municipalities, agencies, consultants, and other external stakeholders.
- Assist with arranging utility-owner inspections and site meetings.
- Ensure utility-owner requirements are communicated to field crews.
- Assist with coordinating inspections, testing, shutdowns, tie-ins, and acceptance activities.
- Track outstanding utility-owner comments and field requirements.
- Escalate unresolved issues to the Utility Site Superintendent.
- Maintain professional relationships with utility representatives and project stakeholders.
Subcontractor & Crew Coordination
- Assist the Utility Site Superintendent in managing utility subcontractors and crews.
- Monitor subcontractor productivity, workmanship, staffing, equipment, and compliance with project requirements.
- Confirm that subcontractors are working from approved drawings and procedures.
- Assist with daily allocation of work areas and resources.
- Monitor subcontractor progress against planned activities.
- Identify productivity or performance concerns and escalate them appropriately.
- Support coordination of subcontractor access, materials, inspections, and testing.
- Assist with confirming completed quantities and work activities.
Construction Planning & Scheduling
- Participate in daily, weekly, and short-term utility planning.
- Assist with development of look-ahead plans for utility work.
- Monitor planned versus actual progress.
- Identify potential schedule delays and constraints.
- Provide field information to the Utility Site Superintendent and Project Controls team.
- Assist with recovery planning when activities fall behind schedule.
- Coordinate manpower, equipment, materials, and subcontractor requirements.
- Help ensure utility activities are sequenced appropriately with the overall construction schedule.
Quality Control
- Monitor utility construction to ensure compliance with approved drawings, specifications, standards, and quality requirements.
- Coordinate required inspections and testing.
- Assist with implementation of Inspection and Test Plans (ITPs).
- Verify installation dimensions, elevations, alignments, materials, and workmanship.
- Coordinate pressure testing, CCTV inspections, compaction testing, mandrel testing, electrical testing, and other applicable testing.
- Identify deficiencies and ensure corrective action is initiated.
- Assist with tracking non-conformances and deficiencies.
- Coordinate utility-owner inspections and acceptance.
- Ensure quality records and as-built information are captured accurately.
Health & Safety
- Promote a strong safety culture within assigned utility work areas.
- Ensure field activities comply with TRP's Health & Safety Plan and applicable Ontario legislation.
- Participate in daily pre-task planning, toolbox talks, and safety meetings.
- Monitor safe work practices and identify potential hazards.
- Pay particular attention to hazards associated with:
- Excavation and trenching
- Existing/live utilities
- Heavy equipment
- Traffic
- Lifting operations
- Confined spaces
- Underground structures
- Utility shutdowns and tie-ins
- Immediately address unsafe conditions and escalate significant hazards.
- Support incident investigations and corrective actions when required.
- Ensure subcontractors and crews comply with site-specific safety requirements.
Traffic & Public Interface
- Assist with coordinating utility construction within active roadways and public areas.
- Work with Traffic & Transit teams to ensure activities follow approved traffic management plans.
- Coordinate work around lane closures, pedestrian routes, cycling facilities, transit stops, and property access.
- Ensure utility work areas are appropriately barricaded, signed, and protected.
- Assist with coordination of temporary access and traffic arrangements.
- Escalate potential impacts to residents, businesses, transit users, or other stakeholders.
- Coordinate with the Stakeholder Engagement team when utility activities require advance notification or stakeholder communication.
Field Documentation & Reporting
- Prepare and maintain daily utility construction records.
- Record manpower, equipment, activities, quantities, progress, delays, inspections, testing, and site conditions.
- Maintain photographic records of utility installations and construction progress.
- Track completed work and quantities.
- Record unforeseen conditions and utility conflicts.
- Assist with RFIs, technical queries, field change documentation, and deficiency reports.
- Maintain records of utility-owner inspections and approvals.
- Ensure as-built information is captured before utilities are covered.
- Provide accurate field information for project reporting and progress measurement.
Design & Constructability Support
- Review utility drawings, profiles, details, and specifications with field teams.
- Identify potential constructability issues and conflicts.
- Compare design information with actual site conditions.
- Provide field observations to Engineering and Design teams.
- Assist with RFIs and technical queries.
- Participate in constructability reviews and utility coordination meetings.
- Support implementation of approved design changes in the field.
- Identify opportunities to improve construction sequencing, safety, productivity, and coordination.
Testing, Commissioning & Turnover
- Assist with utility testing, commissioning, tie-ins, and cutover activities.
- Coordinate field readiness for utility inspections and testing.
- Assist with collection of test results and inspection records.
- Support completion of punch lists and deficiencies.
- Assist with utility-owner acceptance and sign-off.
- Ensure required documentation is completed prior to turnover.
- Support preparation of as-built information and turnover packages.
- Assist with demobilization and removal of temporary utility infrastructure.
Qualifications & Experience:
- Post-secondary education or technical diploma in Civil Engineering Technology, Construction Management, Utilities, or a related discipline is preferred.
- 5–8 years of progressive construction experience, preferably with significant exposure to utility or civil construction.
- Previous experience as a Utility Foreperson, General Foreperson, Assistant Superintendent, Civil Superintendent, Utility Coordinator, Site Supervisor, or similar role.
- Demonstrated experience with underground utilities, municipal infrastructure, utility relocations, roadworks, or civil construction.
- Experience working on major transportation, transit, infrastructure, highway, or urban construction projects is preferred.
- Experience coordinating utility subcontractors and construction crews.
- Experience working around existing underground utilities and active public infrastructure.
- Experience coordinating with utility owners, municipalities, consultants, and other stakeholders is an asset.
- Strong understanding of utility construction methods, sequencing, inspection, testing, and restoration.
- Experience within a Design-Build, Progressive Design-Build, P3, or similarly complex project environment is an asset.
- Working knowledge of Ontario construction safety requirements.
- Valid driver's license is required.
