About the Project:
Trillium Rail Partners (TRP) is a consortium of Amico Major Projects, Alberici Constructors, and Acciona Infrastructure Canada, working closely with Metrolinx to deliver the Stations, Rail, and Systems (SRS) package for the Eglinton Crosstown West Extension (ECWE), a transformative 9.2 km expansion of Toronto’s light rail network.
The ECWE will bring the Eglinton Crosstown LRT another 9.2 kilometres farther west, creating a continuous rapid transit line from the east end of Toronto into Mississauga. The Stations, Rail, and Systems (SRS) package encompasses the design, construction, integration, and commissioning of key project components.
Position Overview:
TRP has a current vacancy for a COMMS & SCADA Construction Lead that will be responsible for supporting the coordination, execution, and monitoring of Communications (COMMS) and Supervisory Control and Data Acquisition (SCADA) construction and installation activities. The role provides day-to-day coordination of subcontractors, suppliers, construction teams, and project interfaces to ensure works are completed safely, efficiently, and in accordance with approved designs, project requirements, quality standards, and schedule commitments.
The COMMS & SCADA Construction Lead supports the COMMS & SCADA Work Package Manager in resolving field and interface issues, monitoring installation progress, coordinating work and material readiness, and facilitating the transition of completed installations into testing, commissioning, and handover.
During the design phase the COMMS & SCADA Construction lead is responsible of reviewing the design and specifications from constructability perspective, identify efficiencies and opportunities, risk, and support the estimation, procurement and schedule team with the identification of supplier/subcontractors, performing quantity take off, developing scope of work, developing schedule, and reviewing bids from technical point of view.
Key Responsibilities:
Construction Coordination & Execution
- Support the development of COMMS construction means and method documentation.
- Support the planning, coordination, and execution of COMMS & SCADA construction and installation activities across project locations.
- Coordinate day-to-day activities with subcontractors, suppliers, construction teams, and other Systems disciplines.
- Monitor installation progress against the project schedule and identify constraints affecting planned work.
- Coordinate workfront readiness, access, installation sequencing, equipment deliveries, and resource requirements.
- Verify construction activities are performed in accordance with approved drawings, specifications, method statements, and project requirements.
- Provide regular construction progress updates to the Work Package Manager.
Technical & Design Coordination
- Support constructability reviews of COMMS & SCADA design packages and installation documentation.
- Coordinate with engineering and design teams to resolve field-related technical issues and constructability concerns.
- Assist with the review and resolution of Requests for Information (RFIs), design changes, and field changes.
- Ensure current and approved design documentation is available to construction teams and subcontractors.
- Support implementation of approved technical changes in the field.
Procurement & Schedule
Support the procurement and schedule team by performing the following activities:
- Perform quantity take off.
- Identify suppliers/subcontractors.
- Perform procurement package scope of work and technical documentation.
- Support schedule development.
Subcontractor & Supplier Coordination
- Coordinate and monitor subcontractor installation activities and performance.
- Support the Work Package Manager in monitoring supplier and subcontractor deliverables, schedule commitments, and technical compliance.
- Coordinate equipment and material deliveries with construction sequencing and workfront requirements.
- Identify subcontractor performance or resource issues and escalate them to the Work Package Manager as required.
Systems Integration & Interface Management
- Coordinate construction interfaces between COMMS & SCADA and Civil, Architectural, Mechanical, Electrical, Traction Power, Signaling, Track, and other Systems works.
- Support coordination of SCADA interfaces with monitored and controlled equipment, including electrical and mechanical systems, station systems, and fire/life safety systems.
- Identify installation and interface conflicts and coordinate timely resolution with the appropriate project teams.
- Support tracking and closeout of construction-related interface actions.
Quality & Safety
- Ensure construction activities comply with project safety requirements, approved installation procedures, and quality standards.
- Participate in site inspections, quality reviews, and construction readiness activities.
- Support implementation of Inspection and Test Plans (ITPs) and verification of completed works.
- Track deficiencies and non-conformances and coordinate corrective actions with subcontractors and project teams.
- Promote safe work practices throughout COMMS & SCADA construction activities.
Testing, Commissioning & Handover Support
- Coordinate construction readiness for testing and commissioning activities.
- Ensure installations, inspections, deficiencies, and required documentation are sufficiently complete to support testing.
- Support Site Acceptance Testing (SAT), subsystem testing, integrated testing, and commissioning activities as required.
- Coordinate resolution of installation-related deficiencies identified during testing and commissioning.
- Support preparation and closeout of as-built documentation, inspection records, equipment records, and turnover packages.
Reporting & Risk Management
- Maintain accurate records of construction progress, issues, actions, and outstanding works.
- Prepare regular construction status updates for the Work Package Manager.
- Identify schedule, interface, technical, quality, and resource risks affecting construction delivery.
- Support development and implementation of mitigation and recovery actions.
- Escalate unresolved issues that may impact safety, quality, schedule, testing, or system readiness.
Qualifications:
- 5+ years of experience in Communications, SCADA, controls, electrical, or railway systems construction and installation.
- Experience coordinating subcontractors and construction activities on railway, transit, or major infrastructure projects.
- Experience with COMMS and/or SCADA system installation, integration, testing, and commissioning.
- Bachelor's degree or diploma in Telecommunications Engineering, Electrical Engineering, Controls Engineering, Engineering Technology, or a related discipline.
- Knowledge of COMMS systems including fibre optic networks, LAN/WAN, CCTV, radio/wireless, passenger information, public address, and security systems.
- Knowledge of SCADA systems and interfaces with electrical, mechanical, station, and railway systems.
- Strong understanding of construction installation, inspection, testing, and commissioning processes.
- Ability to review construction drawings, specifications, shop drawings, and technical documentation.
- Understanding of quality requirements, ITPs, deficiencies, and construction closeout processes.
- Familiarity with Microsoft Office, Bluebeam, and construction/project management tools.
- Strong field coordination and leadership skills.
- Effective communication and stakeholder management skills.
- Ability to coordinate multiple subcontractors, disciplines, and interfaces.
- Strong organizational and problem-solving skills.
- Proactive approach to identifying and resolving construction issues.
- Ability to manage competing priorities in a fast-paced construction environment.
