Original job description
Reporting to the Manager, RoW Project Controls & Estimating, we are seeking a detail-oriented project controls professional to work closely with our field, lands, permitting and GIS teams and with client representatives. This position will help keep the numbers behind our RoW work accurate and current, from the estimate through to the final invoice. That means building estimates and budgets in InEight, tracking cost, progress and performance on a portfolio of projects, and preparing the progress packages our clients use for inspection and that support our billings. It will also help keep our project systems (InEight, Ecosys, GISCloud, RowAmps and our GIS data tools) set up, connected and working for the people who use them, and will lead one area for the whole group (such as InEight and estimating, or systems and data integration).
Valard's Right-of-Way (RoW) team manages forestry, access, lands, operational permitting and reclamation for major transmission projects across Canada. Our team brings together engineering, forestry, planning, environment, regulatory, project controls and GIS expertise.
Duties And Responsibilities
Estimating & Bid Support
- Setting up bid cost structures and entering estimates in InEight for new bids, ECI pricing and repricing
- Building quantity and cost take-offs from GIS volumes, access and pad plans, and planning inputs
- Requesting and comparing subcontractor and vendor quotes; maintaining the bid tracker
- Turning awarded estimates into InEight budgets (WBS, cost codes, budget imports and revisions)
- Keeping InEight and Ecosys aligned on quantities and cost
- Preparing monthly forecasts, accruals and variance reports, and flagging overruns early
- Tracking subcontractor deliverables against budget, scope and schedule
- Measuring installed quantities and percent complete using field reports, LEMs and GISCloud data
- Preparing progress packages for client inspection and reconciling quantities with client inspectors
- Preparing progress billing backup and tracking earned versus billed
- Producing monthly cost and performance reports
- Raising and tracking purchase orders; reviewing invoices and cost coding
- Logging, pricing and backing up change orders and claims
- Keeping InEight, Ecosys, GISCloud, RowAmps and field hardware and software working; first point of contact for user issues
- Maintaining the link between GIS data and cost and progress tracking with our GIS team
- Training staff on our systems and helping roll out new tools, including AI tools
- Post-Secondary education in construction management, engineering technology, business administration, accounting/finance, GIS or information systems, or a related field
- Equivalent experience will be considered
- 3 years in project controls, estimating, cost administration or project/contract administration, ideally in construction, transmission or linear infrastructure
- Working knowledge of InEight and Ecosys, or comparable estimating and project controls software
- Understanding of unit-rate, hourly and lump-sum contracts and of progress measurement
- Comfortable working with GIS data (QGIS, ArcGIS, GISCloud) and troubleshooting software and field devices
- Accurate, organized and able to manage several projects and deadlines at once
- Advanced Microsoft Excel, Power BI or similar reporting tools
- Experience with RoW activities (clearing, access, reclamation)
- CET, AACE (CCT / CCP) or PMP / CAPM designation
