PASS - Student Services Support Liaison
The Waterloo Catholic District School Board serves over 38,000 learners and provides services to students in 50 schools (Kindergarten to Grade 12 and adult learners) across the Waterloo Region.

General Description Of Duties
Under the direction of the Senior Manager of Student Services, the Student Services Support Liaison provides system-wide leadership, support, and coordination for Child and Youth Care Workers (CYCWs) and Educational Assistants (EAs). The position serves as a key liaison between Student Services, school administrators, Human Resources, Health & Safety, community partners, and in-school support staff to ensure consistent, effective, and safe programming for students with special education needs.
- Act as the primary liaison between Student Services, School Administrators, Human Resources, Health & Safety, community agencies, and in-school support staff.
- Provide training, coaching, mentorship, and ongoing support to Child and Youth Care Workers and Educational Assistants across the system.
- Assist with recruitment, onboarding, orientation, staff deployment, scheduling, and allocation of support staff in collaboration with Human Resources.
- Support administrators with performance-related matters, including coaching, documentation, follow-up, and collaboration with Human Resources and union representatives.
- Conduct regular school visits to observe programming, provide feedback, model effective practices, and support capacity building for school-based staff.
- Coordinate student transitions from treatment, community-based, Section 23, and other specialized programs into Waterloo Catholic District School Board schools and provide ongoing transition support.
- Collaborate with school staff to develop, review, and implement student safety plans and behaviour support strategies.
- Partner with Health & Safety staff to support proactive safety programs, respond to workplace concerns, and help create safe, inclusive, and supportive learning and working environments for all.
- Manage and coordinate the Behaviour Management Systems (BMS) program, including training schedules, trainer development, certification records, program resources, and compliance requirements.
- Maintain credentials as a BMS Master Trainer and deliver mandatory training and professional development sessions to staff.
- Develop and deliver professional learning opportunities, resources, and orientation programs for support staff throughout the school year.
- Collaborate with internal departments, external organizations, and professional networks to support best practices in special education and behaviour support.
- Assist with budget monitoring and resource management related to support staff programming and BMS initiatives.
- Prepare reports, maintain records, and complete special projects as assigned by the Senior Manager of Student Services.
Minimum Requirements
- Minimum three (3) year diploma or degree in Child and Youth Care, Autism and Behavioural Sciences, or a related field, or an equivalent combination of education and experience.
- Current Behaviour Management Systems (BMS) certification or ability to obtain certification within three (3) months of hire.
- Minimum five (5) years of experience working with individuals with disabilities and/or students with special education needs.
- Demonstrated knowledge of Ontario's elementary and secondary education systems and special education service delivery.
- Knowledge of applicable legislation including the Education Act, Occupational Health and Safety Act, Child, Youth and Family Services Act, Ontario Human Rights Code, and related legislation.
- Demonstrated experience providing staff training, coaching, and leadership in behaviour management, crisis intervention, and student support practices.
- Knowledge of Applied Behaviour Analysis and other evidence-based practices as related to behaviour management
- Strong organizational and interpersonal skills; possess the ability to work independently; skilled in conflict resolution; proficient computer skills; familiarity with special needs; excellent verbal and written skills.
- Valid driver's license and ability to travel regularly throughout the Region to support schools and attend meetings
- Experience working on a multidisciplinary team
Salary Range: PASS – Level 5 (45 weeks), $68,952.47 - $81,122.35 per year in accordance with the PASS Terms of Employment
Hours of Work: Permanent Full-time – 35 hours per week / 45 weeks per year.
Location(s): Catholic Education Centre, 35 Weber Street West, Unit A, Kitchener, Ontario
On Site Work Requirements: The successful incumbent will be required to work on-site at various school locations up to five (5) days per week to support organizational needs.
