About the Job
The Technical Procurement specialist manages the commercial and technical sourcing of subcontractor and supplier pricing during the bid phase. This role ensures the bid is built on competitive, compliant and well-understood third-party pricing, and lays the groundwork for the procurement strategy after award.
What You Will Be Doing?
- Develop the bid-phase procurement strategy and package breakdown with estimators and engineering leads
- Prepare RFQ packages with clear scopes of work, technical specifications, drawings, commercial terms and pricing forms
- Identify, prequalify and engage subcontractors and suppliers, including local, Indigenous and diverse businesses where bid requirements apply
- Manage the RFQ process: issuing packages, answering clarifications, tracking responses and following up to ensure coverage
- Perform technical and commercial bid leveling, identifying scope gaps, exclusions and qualifications
- Negotiate pricing and terms to improve competitiveness
- Assess supply chain risks, including long-lead items, market capacity, escalation and tariffs or trade issues
- Prepare supply chain and procurement plans required as part of owner submissions
- Maintain the vendor database and support handover of recommended subcontractors to the project team at award
What We Are Looking For?
- Degree or diploma in Engineering, Supply Chain Management, Business or related field
- 5+ years of procurement or subcontract management experience in heavy civil, transit or infrastructure construction
- Strong technical literacy: able to read specifications and drawings and understand scopes of work
- Knowledge of the Ontario and Canadian civil subcontractor and supplier market
- Strong negotiation, communication and organizational skills
- SCMP designation is an asset
- Willingness to travel on a needed basis (within Canada)
Compensation:
Successful candidates chosen for this position can expect to earn between $80,000-$120,000. The exact salary you will earn within this range is dependent on the specific project to which you are assigned.
