POSITION SUMMARY

Reporting directly to the General Legal Counsel, the Legislative Administrator plays a key role in supporting the General Legal Counsel and the Policy Development Coordinator in the development, drafting, and amendment of legislation and governance instruments.

The Legislative Administrator acts as a primary administrative point of contact between external legal representatives and internal stakeholders, coordinating legal file documentation, tracking legal matters, and supporting the administration of legislative amendment and enactment processes. While this role does not provide legal advice, it supports the efficient flow of information and documentation related to legal and legislative matters.

The role is also responsible for managing the end-to-end processing of access to information requests. Responsibilities include consulting with applicants, identifying and retrieving responsive records, preparing records for disclosure, applying legislative exceptions, and ensuring compliance with legislated timelines. The role also supports privacy compliance by administering policies and procedures, advising staff and the public on Westbank First Nation’s Freedom of Information and Protection of Privacy Law, responding to complaints and investigations, and delivering training and guidance across the organization.

EDUCATION/EXPERIENCE

Certificate or diploma in Local Government Administration, Public Administration, Law, Information Management, or a related field
Minimum of two (2) years of administrative experience, preferably within a First Nation government, local government, or public-sector environment
Minimum of two (2) years of related experience supporting legislative, policy, privacy and data management, or legal service functions, including drafting support, document coordination, legal file management, and stakeholder communication
Demonstrated interest in governance, legislation, policy development, and/or information privacy.
Equivalent combination of education, training and experience may be considered

Maintains a high level of confidentiality and uses discretion on all matters relating to the affairs of the Westbank First Nation

JOB DUTIES/RESPONSIBILTIES

Assists the General Counsel in drafting and amending legislation and other legal documents
Supports the Policy Development Coordinator in the research, development, and implementation of governance instruments and policies
Conducts research on legislative, policy and governance issues, providing summaries and recommendations
Coordinates and administers legal files, including maintaining document logs, tracking deadlines, and organizing case-related materials
As directed by the General Legal Counsel, acts as an administrative liaison between external legal representatives and internal interest holders, ensuring timely communication and information-sharing
Assists General Legal Counsel in their role as Chief Privacy Officer by responding to freedom of information requests.
End-to-end processing of access to information requests in accordance with WFN’s Freedom of Information and Protection of Privacy Law.
Supports the administration of legislative amendment and enactment processes, including preparing enactment packages, implementing community and stakeholder consultation activities, tracking revisions, and coordinating internal review workflows
Prepares and organizes materials for meetings, including agendas, reports, and briefing notes
Maintains accurate records and files related to legislative, policy and legal matters
Provides administrative support to the General Counsel and Director of Operations, as needed, including managing calendars, scheduling meetings, and handling correspondence
Monitors relevant legislative and policy developments and provide updates to the General Counsel and Policy Development Coordinator
Assists with preparing documentation for Council, committees, and community engagement processes related to legislation and governance
Ensures proper organization, retention, and confidentiality of legal and legislative documents in accordance with WFN policies
Liaises with internal and external stakeholders to facilitate legislative, policy, and legal administrative processes
Performs other duties as assigned by the General Counsel and Director of Operations
Provides support and will work closely with the Policy Development Coordinator
Performs all duties and responsibilities in accordance with the Westbank First Nation policies, standards, and procedures

KNOWLEDGE/SKILLS/ABILITIES

Strong understanding of legislative processes and governance frameworks
Understanding of basic legal administrative processes (e.g., document management, matter tracking, stakeholder coordination)
Familiarity with First Nation governance structures and local government operations
Excellent organizational skills and attention to detail
Proficient in Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint) and legal/administrative software such as document management systems, electronic filing platforms, and case or records management databases.
Strong written and verbal communication skills
Demonstrated ability to manage multiple files, priorities, and competing deadlines in a fast-paced environment while maintaining accuracy and confidentiality.
Ability to manage multiple tasks and deadlines effectively
Demonstrates a high degree of confidentiality in interpersonal interaction
Working knowledge of the history of colonization in Canada and its ongoing impact on modern issues affecting Indigenous Peoples
Working knowledge in communicating with Indigenous Peoples, demonstrating sensitivity and empathy, and awareness of how language choices can influence and impact conversations

The median salary or this position is $64,753
