Purpose
Lead Engineering for One of Canada's Most Significant Nuclear Projects
Worley is seeking an accomplished
Engineering Director to support the pursuit, development, and delivery of a major nuclear project in Canada.
This senior leadership role reports to the Project Director and is accountable for multidisciplinary engineering delivery for a large-scale, multi-unit nuclear generation expansion. The role spans the full project lifecycle - from site and technology evaluation, definition and licensing support through detailed design, procurement, construction, commissioning, turnover, and operational readiness - and requires leadership across a complex, long-duration project involving multiple delivery organizations and interfaces.
The Engineering Director provides strategic and functional leadership to the engineering organization, establishing the delivery model, governance, technical baseline, and resources required for safe, high-quality, and predictable execution. As a member of the project leadership team, the role serves as the senior technical lead and principal engineering interface, supporting the Project Director in engagements with the owner organization, regulators, technology providers, constructors, suppliers, and operating stakeholders. The role is accountable for integrating engineering decisions across safety, licensing, constructability, operability, engineering scope, budget, schedule, and risk.

Responsibilities
Health, Safety & Environment
- Demonstrate visible leadership and commitment to Worley's Life strategy, nuclear safety culture, conventional safety, environmental stewardship, and safe project delivery.
- Ensure engineering activities are planned and executed in accordance with applicable legislation, licence conditions, codes and standards, the approved quality program, client requirements, and project procedures.
- Reinforce a questioning attitude, conservative decision-making, procedural adherence, and timely identification and escalation of conditions adverse to quality or safety.
- Promote a culture in which nuclear safety, worker safety, quality, security, environmental protection, and technical integrity are never compromised by cost or schedule pressures.
Engineering Leadership & Delivery
- Lead and integrate multidisciplinary engineering teams through project definition, design, procurement, construction, commissioning, turnover, and operational readiness.
- Establish the engineering management plan, organization, work breakdown, design schedule, deliverable strategy, staffing plan, performance indicators, and interfaces needed to execute a major multi-unit project.
- Maintain an integrated engineering baseline aligned with the licensing basis, design basis, project requirements, configuration, approved engineering scope, budget, and schedule, contracting strategy, and procurement and construction priorities.
- Direct engineering performance across safety, quality, scope, budget, schedule, risk, productivity, and resource objectives within the engineering function; identify emerging issues and implement timely corrective actions.
- Ensure requirements are traceable and engineering deliverables are complete, coordinated, verified, constructible, operable, maintainable, inspectable, testable, and suitable for long-term asset performance.
- Lead technical and organizational interfaces among the owner, architect-engineer, reactor technology provider, constructors, suppliers, utilities, operations, and other project partners.
- Provide executive-level direction on complex technical matters, design maturity, trade-offs, deviations, and emerging risks, and provide recommendations to the Project Director on decisions with material safety, licensing, cost, or schedule implications.
- Integrate procurement and construction needs into engineering priorities, including long-lead equipment, supplier data, work packaging, field engineering, installation sequencing, testing, and turnover.
- Champion systems engineering, digital engineering, model-based collaboration, information management, and data-centric delivery to improve traceability, coordination, and lifecycle value.
- Lead engineering readiness reviews and provide engineering recommendations for project-level scenario planning, constructability and operability reviews, and stage-gate decisions throughout the project lifecycle.
Nuclear Quality & Technical Governance
- Maintain accountability for engineering quality, nuclear safety, and technical integrity across all disciplines, partners, suppliers, and delegated design activities.
- Ensure the engineering organization complies with the applicable Canadian nuclear regulatory framework, approved quality assurance program, licence and regulatory commitments, codes and standards, owner requirements, and technology-specific requirements.
- Establish and chair appropriate engineering governance forums, including technical reviews, design reviews, independent verification, design authority interfaces, and technical decision and escalation processes.
- Ensure disciplined requirements management, design control, configuration management, document control, interface management, and records management throughout the asset lifecycle.
- Ensure engineering risks, assumptions, opportunities, uncertainties, non-conformances, and changes are identified, documented, assessed, dispositioned, and communicated with appropriate rigor.
- Oversee resolution of cross-disciplinary technical issues and ensure decisions are supported by fit-for-purpose analyses, qualified methods and tools, and documented engineering judgement.
- Support regulatory submissions, responses, hearings, inspections, audits, and technical engagements by ensuring engineering evidence is accurate, consistent, traceable, and available when required.
Stakeholder Leadership
- Build trusted, transparent technical relationships on behalf of the engineering function and in coordination with the Project Director with the owner organization, regulators, technology providers, delivery partners, constructors, suppliers, utilities, operations representatives, and senior leadership teams.
- Represent engineering in project governance, regulatory engagements, executive reviews, and key partner forums, and provide engineering input to commercial and contracting decisions led by the Project Director.
- Communicate complex technical, licensing, delivery, and risk information clearly to technical and non-technical audiences, enabling timely and well-informed decisions.
- Align stakeholders around engineering priorities consistent with the overall project strategy while constructively resolving competing requirements, interface issues, and technical or commercial constraints.
People Leadership
- Build, lead, mentor, and retain a high-performing, multidisciplinary engineering organization capable of scaling across multiple units, work fronts, locations, and delivery partners.
- Define clear accountabilities, authorities, competency requirements, succession plans, and decision rights across engineering leadership and discipline functions.
- Create an inclusive environment that promotes collaboration, accountability, respectful challenge, knowledge transfer, learning, and continuous improvement.
- Develop future engineering leaders and technical specialists while strengthening nuclear capability, project delivery discipline, and organizational capacity.
- Ensure resource forecasts, mobilization, onboarding, training, qualification, and performance management are aligned with the engineering schedule and project risk profile.
Leadership & Technical Competencies
- Deep understanding of nuclear safety culture, design authority and design control, quality assurance, configuration management, systems engineering, regulatory requirements, licensing processes, and applicable codes and standards.
- Strong commercial and project acumen, including engineering performance management, input to contracting strategy, estimating, budgeting, forecasting, change control, claims avoidance, risk management, and resource planning.
- Ability to build credibility with regulators, clients, executives, delivery partners, suppliers, and multidisciplinary technical stakeholders.
- Excellent communication, influencing, negotiation, conflict-resolution, and decision-making skills, with the ability to communicate issues transparently and escalate them appropriately.
- Strong understanding of EPC, EPCM, alliance, Owner's Engineer, and other integrated delivery models, including their respective engineering accountabilities, commercial interfaces, and risk allocation.
- Demonstrated ability to apply digital engineering, common data environments, model-based collaboration, and data-centric methods to improve engineering delivery.
- A collaborative, decisive, and resilient leadership style, with a proven ability to mentor leaders, develop teams, and sustain performance through a long-duration project.
- Sound engineering judgement and the ability to lead confidently amid technical uncertainty, evolving requirements, public scrutiny, and significant cost and schedule pressures.
- A track record of improving engineering productivity and predictability through standardization, replication, lessons learned, digital methods, and disciplined performance management.
What You Will Bring
Technical and Industry Experience:
- Professional Engineer (P.Eng.) designation in Canada, or eligibility for registration in the applicable Canadian jurisdiction.
- Significant progressive engineering and executive leadership experience within the nuclear industry, including accountability for multidisciplinary teams and engineering outcomes on major projects.
- Demonstrated experience leading engineering on large-scale nuclear new-build, refurbishment, major modification, or similarly complex, safety-critical infrastructure projects.
- Demonstrated experience leading multidisciplinary engineering within an EPC or EPCM delivery environment, including integration with procurement, construction, project controls, commercial, commissioning, and supply-chain functions.
- Experience working within the Canadian nuclear regulatory environment and with nuclear operators, regulators, reactor technology providers, architect-engineers, EPC/EPCM organizations, constructors, and major suppliers.
- Proven experience progressing engineering through multiple lifecycle phases and readiness gates, from early definition and licensing support through construction, commissioning, turnover, and operational readiness.
- Experience with large project organizations, complex commercial interfaces, global supply chains, and engineering teams distributed across multiple offices or delivery centres is strongly preferred.

- Candidates must be legally authorized to work in Canada and be eligible to obtain and maintain the security clearances and site access authorizations required for the role.

Education – Qualifications, Accreditation, Training:
- Bachelor's degree in an engineering discipline from a recognized institution; an advanced technical, business, or project management qualification is an asset.
