Job Title: Information Management Manager – Seconded to UNICEF/Nutrition Cluster
- Reports to: This role functionally reports to the Yemen National Nutrition Cluster Coordinator; and administratively reports to the Health & Nutrition Coordinator in Concern Worldwide, in accordance with agreed hosting arrangements.

- Job Location: Aden with flexibility to work across relevant Nutrition Cluster coordination hubs and undertake travel as required and security permitting. .
- Contract Details: Fixed term contract until 31st April 2027 with possibility of extension subject to funding availability and performance.
- Grade: GB5 - Salary will be determined based on Concern Yemen Global Banding Framework
Job Purpose
The purpose of the Information Management Manager position is to strengthen the Yemen Nutrition Cluster’s capacity to collect, manage, analyze, visualize and disseminate timely, reliable and quality-assured nutrition information to support evidence-based coordination, strategic planning, prioritization, advocacy and accountability. The role will support the Cluster to transform partner reporting, assessments, service mapping and response data into practical information products, including dashboards, maps, gap analyses and analytical briefs, that help identify nutrition needs, service coverage, operational gaps, overlaps, trends and response priorities across national and subnational levels.
The position will be recruited by Concern Worldwide and seconded to the Yemen Nutrition Cluster, led by UNICEF as the Cluster Lead Agency. While administratively managed by Concern Worldwide, the post holder will work under the functional supervision of the National Nutrition Cluster Coordinator and serve as a core member of the Cluster Coordination Team, working closely with subnational coordination teams, OCHA IM, government counterparts and Nutrition Cluster partners.
Main Duties & Responsibilities
- Core Cluster Functions Supported
- Supporting service delivery through mapping partner presence, services, coverage and operational gaps.
- Informing strategic decision-making through analysis of needs, response capacity, trends and gaps.
- Supporting prioritization through geographic and programmatic response analysis.
- Supporting advocacy through concise, credible evidence and visual products.
- Monitoring and reporting implementation and results of the Nutrition Cluster response.
- Strengthening preparedness and contingency planning through maintained datasets, systems and analytical products.

- Key Responsibilities and Tasks
2.1 Supporting Service Delivery and Response Mapping
- Maintain and regularly update the Nutrition Cluster partner, programme and operational presence database, including 3/4/5W information and other agreed response-tracking tools.
- Develop and maintain an up-to-date picture of nutrition service availability and functionality, including relevant SAM, MAM/HRM, IYCF-E, micronutrient and other agreed nutrition interventions.
- Support analysis of geographic and programmatic coverage, including identification of underserved areas, duplication, continuity risks and response gaps.
- Work with partners and subnational coordinators to improve completeness, consistency and timeliness of reporting.
- Support the Cluster to identify practical approaches for filling critical information gaps where routine reporting is insufficient.
2.2 Information Products and Knowledge Management
- Develop and maintain agreed Nutrition Cluster dashboards, maps, bulletins, situation summaries, presentations and other IM products.
- Maintain a structured repository of nutrition assessments, surveillance outputs, programme data, secondary data and relevant cross-sectoral assessments.
- Ensure that key Nutrition Cluster information products are systematically archived and accessible to authorized users.
- Support maintenance of the Cluster's agreed online information-sharing platforms, shared drives or other knowledge-management systems.
- Ensure sensitive information is handled appropriately and is not disseminated beyond agreed audiences.
2.3 Strategic Analysis, Prioritization and Advocacy
- Provide analytical inputs to the HNRP/HNO and other strategic planning processes, including needs analysis, severity, PiN, targets, coverage and response gaps.
- Support development of geographic priority and response-gap analyses using agreed Nutrition Cluster criteria and intersectoral analysis.
- Produce analysis linking nutrition needs with relevant food security, health, WASH, displacement, market and other contextual information where appropriate.
- Support caseload analysis and planning assumptions for Nutrition in Emergencies interventions.
- Generate concise evidence for advocacy on critical issues including funding, access, supply pipelines, partner coverage, service continuity and priority geographic areas.
2.4 Monitoring, Reporting and Data Quality
- Maintain and streamline agreed monthly, quarterly and other periodic reporting systems for Nutrition Cluster partners.
- Conduct routine data-quality checks and work with partners to address inconsistencies, missing data and reporting delays.
- Support analysis of service delivery against agreed indicators, including quantity, quality, coverage, continuity and other relevant dimensions.
- Promote appropriate sex-, age- and other relevant disaggregation in nutrition reporting.
- Support monitoring of the Nutrition Cluster strategy/response plan and identify emerging performance gaps requiring corrective action.
- Undertake or support field-level data verification and monitoring visits when required and security/access conditions permit.
2.5 Assessments, Surveys and Evidence Management
- Maintain an inventory and database of nutrition surveys and assessments, including SMART and other agreed assessments.
- Support the Cluster's Assessment/Information Management functions by organizing survey metadata, geographic coverage, findings and availability of datasets.
- Support harmonization and documentation of assessment findings to facilitate their use in HNO/HNRP, IPC, anticipatory action and other planning processes.
- Coordinate with relevant assessment and technical working groups to minimize duplication and improve use of available evidence.
2.6 GIS and Mapping
- Use GIS tools to produce timely maps for coordination, planning and advocacy.
- Produce, as required, maps showing operational presence, nutrition intervention coverage, priority areas, response gaps, survey/assessment coverage, service functionality and other agreed indicators.
- Support geographic analysis across national and subnational levels while ensuring consistency of administrative boundaries and geographic datasets.
2.7 Inter-Cluster and External IM Coordination
- Work closely with OCHA IM and participate, where relevant, in inter-cluster IM mechanisms.
- Promote interoperability and alignment between Nutrition Cluster datasets and relevant Health, WASH, Food Security, Protection and other sector information.
- Provide agreed Nutrition Cluster inputs to OCHA and other humanitarian coordination products.
- Support information exchange with government counterparts and relevant technical institutions in line with agreed coordination arrangements.
2.8 Capacity Strengthening and Localization
- Provide coaching and practical capacity building to Nutrition Cluster partners and subnational coordination teams on reporting, data quality, analysis, visualization and use of IM products.
- Strengthen national and local partner capacity to generate and use quality information for programme planning and coordination.
- Document standard operating procedures, data definitions, reporting guidance and other tools to reduce dependence on individual staff and improve continuity.
- Support development of a sustainable national Nutrition Cluster IM system that can be maintained across changing funding and operational contexts.
2.9 Accountability to Affected Populations
- Support the Nutrition Cluster to incorporate available community feedback, complaints and accountability information into situation and response analysis.
- Where appropriate, support mapping and analysis of information relevant to access, inclusion and barriers to nutrition services.
- Ensure IM products promote clear, responsible and accessible communication of relevant nutrition response information.

- Working Relationships and Independence of the Function
Although the position will be hosted administratively by Concern worldwide, the IMM will perform the function in support of the Yemen Nutrition Cluster as a collective coordination mechanism. The post holder is expected to maintain professional independence and impartiality in the management, analysis and presentation of information and should not use Cluster information or products to promote the interests of the host organization or any individual partner.
The functional reporting line will be to the National Nutrition Cluster Coordinator, with close day-to-day collaboration with the Nutrition Cluster Coordination Team. Concern Worldwide will manage administrative, contractual, HR, security, and logistical arrangements in accordance with the agreed hosting arrangement.

Person Specification
- Advanced university degree (Master's) in Information Management, Data Science, Statistics, Computer Science, GIS, Social Sciences, Public Health, Development Studies or a related field. A Bachelor's degree with additional relevant professional experience may be considered.
- At least five years of relevant professional experience in information management, data analysis, monitoring/reporting or a related field, including significant experience in humanitarian or development operations with a least one year experience in managerial role.
- Demonstrated experience supporting humanitarian coordination mechanisms, preferably clusters or equivalent sector coordination structures.
- Experience working with large, multi-source datasets and translating data into clear analytical products for decision-makers.
- Experience with humanitarian programme data, nutrition information or health information systems is highly desirable.
- Experience working in Yemen or a comparable complex humanitarian operating environment is an asset.
- Experience supporting HNO/HNRP or equivalent humanitarian planning processes is highly desirable.
- Fluency in English and Arabic language skills are required.
