The Heritage Savings Trust Fund, or Heritage Fund, was established in 1976 to collect a portion of Alberta’s nonrenewable resource revenue. From an initial investment of $1.5 billion, the Heritage Fund’s value has grown to $31.9 billion as of December 31, 2025.
The Alberta Heritage Savings Trust Fund Act creates and establishes the mandate and governance structure for the Heritage Fund. The act states that the mission of the Heritage Fund is to provide prudent stewardship of the savings from Alberta’s non-renewable resources by providing the greatest financial returns on those savings for current and future generations of Albertans.
In 2022-23, the act was amended to require that income generated by the fund stays in it unless a withdrawal is authorized by Treasury Board. This change was, and remains, instrumental to the continued growth of the Heritage Fund.
Heritage Fund Opportunities Corporation
Operating under authority delegated by the Minister of Finance, the Heritage Fund Opportunities Corporation provides prudent stewardship of the Heritage Fund and other provincial endowments. The corporation is led by a professional and highly qualified board of directors responsible for setting strategic direction, and the board operates independently at arm’s-length from government.
Heritage Fund Opportunities Corporation is modernizing the investment policies of the Heritage Fund to secure an actively managed, global asset mix optimized for long-term growth. Scope and Responsibilities
The Vice President, Compliance & Stakeholder Relations is a newly created leadership role that will serve as the organization's primary expert and trusted advisor on all government, stakeholder, and public-sector engagement matters. Acting as a strategic partner to the CEO, the Vice President will operate in a role similar to a Chief of Staff, providing insight, coordination, and leadership on government relations, stakeholder management, policy developments, and executive-level communications.
The successful candidate will build and manage strong relationships across the Government of Alberta, with a particular focus on Treasury Board and Finance (TBF), senior public servants, political stakeholders, Crown corporations, boards, agencies, and other key partners. The Vice President will also oversee all compliance activities as it relates to legislation. They will ensure the CEO remains informed, prepared, and strategically positioned regarding emerging government priorities, risks, opportunities, and stakeholder developments.

Specific Responsibilities
This is a critical role in HFOC’s continued success and growth. The role is accountable for the following:
Strategic Government Relations & Stakeholder Management
- Serve as the organization's lead advisor on government relations and stakeholder engagement strategy.
- Develop, maintain, and strengthen relationships with senior leaders across the Government of Alberta.
- Build trusted partnerships with Treasury Board and Finance officials, political staff, deputy ministers, assistant deputy ministers, and other key stakeholders.
- Monitor government priorities, policy developments, legislative initiatives, and emerging issues that may impact the organization.
- Identify risks and opportunities arising from government decisions and stakeholder activity.
- Advise the CEO and executive leadership team on stakeholder strategies and engagement approaches.
Compliance Oversight
- Maintain the compliance calendar covering statutory, regulatory, and contractual obligations, and confirm timely fulfilment.
- Monitor changes in legislation and other directives to identify and understand changes to compliance obligations.
- Collaborate with HFOC management and external stakeholders, as needed, to ensure timely and satisfactory fulfilment of compliance obligations.
- Assist HFOC management, as needed, in addressing requests from government representatives and other stakeholders.
ELT Support & Advisory
- Function as a strategic partner to the Executive Leadership Team, ensuring awareness of relevant government issues, stakeholder dynamics, and emerging developments.
- Coordinate stakeholder engagement activities on behalf of the Executive Leadership Team.
- Prepare executive briefing materials, speaking notes, stakeholder maps, meeting packages, and strategic recommendations.
- Manage the flow of government-related information and ensure alignment between organizational objectives and stakeholder expectations.
- Anticipate issues before they arise and proactively provide guidance and solutions.
Organizational Development & Process Creation
- Establish and implement stakeholder engagement frameworks, protocols, and processes.
- Build systems to track stakeholder interactions, commitments, issues, and opportunities.
- Develop reporting mechanisms and briefing processes to support executive decision-making.
- Contribute to the development of organizational governance practices and operating procedures.
- Support the maturation of the organization by introducing best practices in stakeholder management and government relations.
Cross-Functional Leadership
- Collaborate closely with leadership, communications, legal, policy, finance, and operational teams.
- Represent HFOC at meetings, forums, and events with government and external stakeholders.
- Support the preparation of materials for the Board of Directors and executive leadership team.
- Lead special projects and strategic initiatives as assigned by the CEO.
Stakeholder Engagement
- Build and maintain strong relationships with provincial government officials, board members, and key stakeholders to promote trust, transparency, and alignment with provincial goals.
- Represent HFOC externally as its primary spokesperson, articulating the Fund’s strategy and identity, and strengthening Alberta’s position within the global wealth fund community.
Desired Candidate Abilities, Background and Experience
Given the role this individual will play in HFOC’s continued growth and success, it is essential that the successful candidate possess the following education, experience, and personal characteristics:
Education
- Bachelor's degree in Public Administration, Political Science, Public Policy, Business, Law, Communications, or a related field.
- A graduate degree is considered an asset.
Experience
- Minimum 15 years of senior experience in government relations, public affairs, stakeholder engagement, policy, executive advisory, or related fields.
- Deep understanding of Alberta's government structure, decision-making processes, and stakeholder landscape.
- Significant exposure to Treasury Board and Finance (TBF) is strongly preferred.
- Experience supporting senior executives, deputy ministers, assistant deputy ministers, ministers, boards, or C-suite leaders.
- Experience working in a start-up, newly formed, rapidly evolving, or high-growth environment is considered an asset.
- Experience developing processes, structures, and operating frameworks from the ground up.
