Position Summary
Reporting to the CEO, the Human Resources Manager provides strategic leadership and operational oversight across all human resources and labour relations functions for BCCFA. Operating within a multi-union health and community services environment, the HR Manager aligns HR strategy with organizational goals, fostering a collaborative, inclusive, and highly engaged workforce across unionized and excluded roles.
The HR Manager leads the development, implementation, and continuous improvement of HR programs, policies, and systems - including labour and employee relations, talent acquisition, total rewards, disability and leave management, performance management, Occupational Health and Safety (OH&S), and accreditation standards. The role serves as a trusted partner and consultant to executive leaders, directors, and operational managers.
Duties & Responsibilities
Strategic Leadership & Organizational Development
- Serve as the primary HR subject matter expert and strategic advisor to executive leadership, directors, and committees on complex people matters, risk management, and organizational design.
- Lead the development, implementation, and evaluation of organizational HR policies, procedures, and initiatives to support workplace culture, diversity, equity, inclusion, and best employment practices.
- Drive employee engagement and retention strategies, designing organizational recognition, rewards, and workplace culture initiatives aligned with BCCFA’s values.
- Oversee HR metrics, analytics, and reporting to inform decision-making and identify workforce trends.
Labour & Employee Relations
- Lead the organization’s labour relations strategy, ensuring accurate interpretation, application, and compliance with applicable collective agreements (including Community Subsector and Health Science Professionals frameworks).
- Manage the grievance process Step (1 – 3), dispute resolution, and union-management consultation committees across bargaining units.
- Represent management in union-management meetings, third-party mediations, arbitrations, and labour relations board proceedings as required.
- Coach and advise managers and directors on complex disciplinary actions, workplace investigations, Coaching Development and Performance (CDP), and performance management within unionized environments.
Talent Acquisition & Workforce Planning
- Oversee organization-wide workforce planning, recruitment, and onboarding strategies to attract and retain top talent.
- Manage the overall job evaluation, classification, and compensation structure for unionized and exempt positions, ensuring alignment with HEABC frameworks and benchmark codes.
- Develop and modernize employee onboarding, orientation, and professional development programs across the organization.
Total Rewards, Disability Management & Safety
- Oversee health and welfare benefit plans, pension administration (Municipal Pension Plan / Public Service Pension Plan as applicable), and total rewards programs, serving as the senior liaison with third-party providers.
- Lead disability management, Enhanced Disability Management Program (EDMP), and return-to-work strategies in collaboration with all parties, ensuring compliance and supportive accommodation practices.
- Provide strategic oversight and administrative guidance to the Joint Occupational Health and Safety (OH&S) Committee to maintain a safe, healthy, and compliant work environment.
Departmental Leadership & Systems Oversight
- Manage and direct the day-to-day operations of the HR department, including supervision, coaching, and professional development of HR team members.
- Manage and optimize human resources information systems (ADP Workforce Now) to streamline administrative workflows, employee recordkeeping, reporting, and data integrity.
- Ensure organizational compliance with relevant BC employment legislation, collective agreements, privacy legislation (FIPPA/PIPA), and CARF accreditation standards.
Qualifications Required
Education & Experience
- Education: Bachelor’s Degree in Human Resources Management, Business Administration, or a related field.
- Designation: Chartered Professional in Human Resources (CPHR) designation is strongly preferred (or active progression toward completion).
- Experience: Minimum of five (5) to seven (7) years of progressive HR experience, including demonstrated experience in a managerial or lead advisory role within a unionized environment operating under collective agreements.
Knowledge, Skills & Abilities
- Labour Relations Expertise: In-depth knowledge of the BC Labour Relations Code, Employment Standards Act, Human Rights Code, and strong practical experience interpreting, applying, and administering collective agreements.
- HR Technology: Demonstrated experience working with ADP (or similar enterprise HRIS platforms) for workforce management, employee records, and HR reporting.
- Strategic Thinking: Ability to translate organizational strategy into effective HR programs, policies, and culture-building initiatives.
- Relationship Building: Proven track record of building trusting relationships with executive leadership, operational managers, union stewards/representatives, and external sector partners.
- Conflict Resolution & Coaching: Exceptional negotiation, mediation, and conflict-resolution skills.
- Disability & Safety Oversight: Strong understanding of EDMP, WorkSafeBC legislation, duty to accommodate, and ergonomic/OH&S standards.
- Communication: Excellent verbal, written, and presentation skills, with the ability to summarize complex employment and labour issues for executive decision-makers.
