Position Conditions: This is a full-time permanent opportunity of 40 hours per week. This position will be offered in accordance with conditions identified in the Collective Agreement between the City of Brandon and CUPE Local 69. First consideration will be given to current City of Brandon CUPE employees. The City of Brandon reserves the right to underfill this position.
The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.

Rate of Pay: $34.77 - $45.11 per hour (2026 Rates)

This competition will include testing and an interview.
PURPOSE OF POSITION
To participate in the activities of the Water Treatment Facility and to coordinate the employees working in the Section in delivering of services provided by the Division. This position is capped at Level 4 Chargehand.
TYPICAL DUTIES AND RESPONSIBILITIES
Planning & Service Delivery
- Ensures the services of the Section are aligned with the City’s vision;
- Guides the day-to-day operations of the Section;
- Performs laboratory tests, according to prescribed procedures, for quality and process control;
- Liaises with service users and providers and delivers exceptional customer service;
- Carries out the action plans associated with the Section’s goals;
- Plans, proposes, reviews, implements and monitors approved operating procedures;
- May be responsible for managing public relations issues including council enquiries about the operations of the Section.
Leadership & Employee Development
- Influences and inspires others to achieve individual and Section goals and objectives;
- Builds and maintains positive and healthy relationships;
- Promotes and guides others to understand delivery of effective services and achievement of objectives and their interrelationship;
- Promotes harmonious employee relations while guiding and coaching employees;
- Participates in initiatives, decisions, committees, and policy development for the Section and Division;
- Delivers training on issues related to areas of expertise;
- Liaises with other Division employees on issues to ensure continued operations;
- Demonstrates a commitment to the organization by actively participating in committees, programs, and organizational initiatives;
- Ensures employees are trained in appropriate safety practices and demonstrates a daily commitment to safety.
Supervision and Administration
- Coordinates the implementation of policies and programs in the Section;
- Coordinates Section staffing including participating in hiring, coordinating, coaching and leading activities, and participating in daily operations and completing payroll functions for Section;
- Plans, proposes, reviews, implements and monitors approved safety procedures to ensure safe work practices are followed;
- Keeps informed of developments in water treatment;
- In the absence of the Chief Operator, Water Treatment Facility, acts as chief engineer for the plant for the purposes of The Power Engineers Act and regulations thereto;
- Manages purchasing functions for the Section;
- May be responsible for the development and maintenance capital and operating budgets including collection, evaluation, and compilation of information for submission;
- Ensures adherence to applicable collective agreements, legislation, policies, or procedures;
- Monitors the Section’s services and identifies and resolves issues.

MANDATORY QUALIFICATIONS & EXPERIENCE
- Grade 12, G.E.D., C.A.E.C., or Mature High School Diploma;
- Class IV Operator’s certificate in Water Treatment as issued by Manitoba Conservation;
- Class 4 Power Engineer certification issued under the Power Engineer’s Act and regulation, must be obtained within twelve (12) months of appointment.
- Three (3) years experience in the Water Treatment Facility.
PREFERRED QUALIFICATIONS & EXPERIENCE
- Two (2) years experience in a progressive leadership role;
- Five (5) years experience in the Water Treatment Facility or similar operations;
- Experience working with collective agreements or corporate policies an asset.

The Chargehand works independently and as part of the team providing support to a variety of people
- Self-motivated and quality driven to perform independent projects (daily)
- Wide variety of tasks requiring ability to manage multiple projects and make independent
- decisions (daily)
- Work in a shared and consultative manner with other employees (daily)
- Travels throughout the City and visit various facilities or work sites in all types of weather (daily)
- May be exposed to unpleasant work conditions such as noise, toxic chemicals, fumes, dusts,
- confined spaces, extreme weather conditions, etc.(frequently)
- May be required to wear PPE in accordance with work conditions (occasionally)
