Position Summary
The Program Supervisor is responsible for overseeing the planning, coordination, and delivery of programs and services within human services. This role ensures program effectiveness, compliance with policies, and alignment with community needs while providing leadership, supervision, and support to program staff.
Key Responsibilities
- Oversee the planning, implementation, and evaluation of programs to ensure high-quality service delivery.
- Guide and support program staff, ensuring compliance with organizational and Ministry policies and procedures and legislation.
- Monitor program performance, track key metrics, and implement improvements as needed.
- Collaborate with internal teams and external partners to enhance program accessibility and effectiveness.
- Develop and maintain program schedules, resource allocation, and staffing plans.
- Ensure compliance with regulatory requirements, safety standards, and funding guidelines.
- Assist in budget development and monitor program expenditures to ensure financial accountability.
- Address inquiries, concerns, and feedback from participants, staff, Ministry and external partners.
- Support outreach, promotion, and engagement efforts to increase program participation.
- Maintain accurate records and prepare reports related to program activities and outcomes to support compliance with Municipal, Provincial and Federal guidelines.
- Conduct internal reviews and file audits for all eligibility decisions.
- Emergency Management – provide emergency human services to the community (City of Cornwall and the United Counties of S.D.&G.) in the event of a disaster as outlined in the Emergency Management Act and the local Emergency Management Plan.

- Guides and supports team members to meet operational objectives, ensuring compliance with organizational standards, policies, and procedures.
- Fosters a collaborative and respectful work environment by addressing concerns, providing constructive feedback, and supporting skill development.
Position Requirements
Education & Certifications
- Diploma in Social Services, Public Administration, or a related field.
Experience
- Minimum 5 years of experience in program coordination, community services, or service delivery, including supervisory responsibilities.
An equivalent combination of education and experience may be considered.
Knowledge, Skills, And Abilities
- Program Management: Proven ability to oversee program planning, implementation, and evaluation.
- Leadership & Team Support: Experience supervising staff and fostering a positive team environment.
- Regulatory Compliance: Oversee program policies, safety regulations, and funding requirements. Understanding of applicable legislation.
- Communication: Strong verbal and written communication skills for reporting, public engagement, and team coordination.
- Problem-Solving: Ability to assess program challenges and develop effective solutions.
- Collaboration: Ability to work effectively with internal teams and community partners.
- Data Management: Experience tracking program metrics, preparing reports, and maintaining accurate records.
- Time Management: Ability to handle multiple tasks, prioritize workload, and meet deadlines efficiently.
- Management of highly sensitive and confidential information that has potential Corporate exposure risk. In-depth understanding and knowledge of client management and de-escalation strategies.
Working Conditions
- Work is primarily office-based with periodic travel for site visits, community engagement, and program oversight.
- Interaction with program participants, staff, and partners, requiring strong interpersonal skills.
- Requires interaction with individuals in crisis or facing difficult personal circumstances.
- Standard business hours with occasional evening or weekend work for service delivery.
