Facilities Management (FM) is continuously improving to enhance the quality and value of the services it provides to its partners. The Project Manager (Facilities Capital Planning and Asset Management) positions (2) are responsible for developing and implementing an integrated Facilities Asset Management Strategy and a related long-term capital plan. The work of the Project Manager will play a key role for FM in planning, scoping, costing, tendering and delivering facilities focused projects, programs and studies. In addition, the PM position will support the alignment of service delivery, customer service objectives, corporate strategic policies, and the goal of continuous improvement.

Responsibilities
Asset Management Program Development & Project Management:
- Leads the development, implementation and advancement of the Facilities Asset Management Program, aligned with corporate asset management policies, processes, systems and practices, as well as regulatory requirements.
- Leads the development and on-going maintenance of the Facilities Asset Management Plan, ensuring O.Reg 588/17 compliance.
- Leads Facilities Asset Management Program projects, working with consultants, contractors, key partners and FM staff.
- Develops, implements and monitors the FM asset database model, associated system configurations, and business processes that support ongoing facilities asset data management.
- Develops and implements tools and resources for FM staff to facilitate asset inventory collection, reporting, and integration with business processes and systems.
- Researches and implements best practices and techniques related to monitoring, predictive modelling, analysis, rehabilitation methods, and construction techniques for municipal facility infrastructure.
- Provides input to develop best practices for preventative maintenance standards, service level agreements and performance measures.
- Supports improvements to asset management policies and practices with FM.
Capital Renewal And Planning
- Creates a long-term capital plan for all City owned buildings using decision support tools, prioritization methodology, staff/partner/consultant collaboration, and budgets.
- Forecasts capital requirements using maintenance history, energy/greenhouse gas reduction opportunities, and asset management principles to determine project/program/study scope, detailed costs, budget projections, and timing.
- Manages and administers facility infrastructure studies and projects regarding the condition, performance, and planning of City facility infrastructure that are performed by engineering consulting firms on behalf of the City, including preparation of terms of reference, project scope, and deliverables; consultant selection; project milestones; overall project direction; direction of day-to-day consultant activities; and payments.
- Collaborates with staff and partners and uses data analysis outputs to develop facility specific studies and to identify strategic and business plan priorities.
- Leads the development and execution of the Facilities BCA Program and building system specific assessment/inspection programs and studies.
- Provides key analysis and information to inform business case development and/or grant funding opportunities.
- Supports improvements to capital planning technologies and frameworks.
- Performs other duties as assigned.
Education
- Minimum 3-year degree or diploma in a related field (e.g., Building Science, Asset Management or Information Technology).
Experience
- Minimum 4 years of related experience.
Skill Equivalency (if applicable)
Applicants will be considered if a combination of their education and experience meets the following pre-determined skill equivalency:
- 2-Year Diploma (or 2-Year Specialized Post-Secondary Program) with minimum 7 years related and relevant experience OR
- 4-Year Honours Degree with minimum 2 years’ related and relevant experience.
Knowledge, Skills, And Abilities
- Formal project management training and demonstrated project management skills with proven experience in leading construction projects.
- Experience with the procurement process, the ability to collaborate with partners and colleagues, build trusting relationships and foster effective decisions.
- Knowledge of asset management program planning and implementation, facility lifecycle costing and valuation.
- Thorough knowledge of related legislation, policies and codes (e.g. O.Reg 588/17, Ontario Building Code; Fire Code; Technical Standards and Safety Authority; Electrical Standards Authority, etc.).
- Knowledge of computerized maintenance management systems (CMMS), decision support systems (DSS), and data management tools.
- Reliable with a good attitude and employment record.
