Under the direction of the Manager of Capital Engineering, the Construction Services Supervisor is responsible for planning, coordinating, and overseeing annual maintenance construction projects. This role ensures that municipal standards are met through the review and approval of site servicing permits, effective scheduling and supervision of construction inspectors, and the successful execution of capital and maintenance projects. The Supervisor acts as a key liaison between internal departments, contractors, developers, and regulatory agencies to ensure projects are delivered safely, efficiently, and in compliance with applicable standards and regulations.

Project Planning and Delivery:
- Plan, coordinate, and execute annual maintenance and rehabilitation projects for municipal infrastructure (ex. crack sealing, asphalt patching, utility cuts, sidewalk replacements).
- Prepare project scopes, schedules, and work plans to support timely and cost-effective delivery.
- Monitor project progress, budgets, and timelines, and address issues or risks as they arise.
- Coordinate with internal departments and external consultants or contractors during project execution.
Road Occupancy - Site Servicing Permits:
- Review, evaluate, and approve site servicing permit applications for compliance with municipal standards, bylaws, and engineering best practices.
- Provide technical guidance and interpretation of servicing requirements to developers, consultants, and contractors.
- Ensure permit conditions are satisfied prior to construction, during works, and through final acceptance.
Inspection and Field Operations:
- Schedule, assign, and supervise construction inspectors to ensure appropriate coverage and oversight of works.
- Ensure inspections are completed in accordance with standards, specifications, and safety requirements.
- Address field issues, deficiencies, and non-compliance, and coordinate corrective actions.
- Review and schedule all mandatory training for the construction inspectors.
Communication and Stakeholder Coordination:
- Act as a point of contact for contractors, developers, consultants, and residents regarding maintenance project construction and site servicing activities.
- Prepare reports, updates, and recommendations for management as required.
- Support continuous improvement of construction and inspection processes.
- Maintain accurate records, inspection reports, and documentation for all projects and permits.
Supervision:
- Construction Inspectors (4)
- Temporary and/or contract inspection employees
Qualifications:
- University Degree or College Diploma in Civil Engineering, or equivalent.
- Current certification, in good standing, as Professional Engineer (P. Eng.) with three (3) years of municipal (preferred) engineering experience, or as a Certified Engineering Technologist (C.E.T.) with five (5) years of municipal (preferred) experience.
- Three (3) years’ progressively responsible experience in municipal design, construction, inspections, and/or infrastructure maintenance.
- Demonstrated experience reviewing site servicing drawings and permits.
- Experience supervising or coordinating inspection or field staff.
- Working knowledge of City of Welland Municipal Standards, Niagara Peninsula Standard Contract Documents (NPSCD), ministry guidelines for sewage and watermains, and other applicable legislation and regulations (e.g. Occupational Health and Safety Act, Safe Drinking Water Act, Highway Traffic Act) as well as construction practices and safety regulations.

- Ability to manage multiple projects and priorities in a fast-paced environment.
- Proficiency with standard office software and asset or permit management systems.
- Possess a valid Class “G” Ontario Driver’s License
