As Manager, Medium-Term Financing, Treasury, you’re involved in the strategy and execution of Desjardins initiatives on the domestic and international markets. You play a leading role in analyzing, recommending, and implementing financing solutions to support the organization’s liquidity needs and growth ambitions. Specifically, you manage and use various medium-term funding programs, including the senior debt, covered bond and subordinated debt programs. Using your in-depth knowledge of capital markets, you analyze various financing options to help optimize the cost of funds, diversify sources of financing and broaden the organization’s investor base. You make recommendations on markets, currencies, structures, formats and the appropriate timing for issuances. You provide leadership and exert influence for highly complex and strategic initiatives. You serve as a resource person for management, the Treasury teams and numerous internal partners. You’re also required to interact with external partners, including brokers, investors, legal counsel and other financial market stakeholders. The nature of your responsibilities requires a thorough understanding of bond markets, issuance programs, and regulatory liquidity and capital constraints. Your analytical skills, judgment, initiative and ability to simplify complex issues are essential to your success in this role. Although the position carries the title of manager, it’s an expert role with no hierarchical management or direct reports. More specifically, you will be required to:
- Help define and develop Desjardins’s medium-term financing strategy to support the organization’s liquidity needs, growth objectives and financial priorities.
- Analyze financing needs and recommend optimal strategies in terms of markets, currencies, structures, maturities and timing of execution.
- Manage and develop the medium-term funding programs, including the senior debt, covered bond and subordinated debt programs.
- Identify and seize financing opportunities in domestic and international markets in order to optimize costs, diversify sources of financing and broaden the investor base.
- Help prepare and execute financing operations, while coordinating the work with the relevant internal and external partners.
- Monitor capital markets and analyze the impact of market conditions, interest rates, credit spreads and exchange rates on financing and hedging strategies.
- Assess the impact of funding activities on regulatory liquidity and capital ratios, while ensuring compliance with legal, regulatory and operational requirements.
- Act as a subject-matter expert to various stakeholders by providing strategic analyses and recommendations, while helping to continuously improve financing practices, tools and processes.

What you bring to the table
- Bachelor of finance, economics, business administration, financial mathematics or a related field
- A minimum of eight years of relevant experience in institutional finance, capital markets, treasury, liquidity management or a related field

- Experience drafting and presenting strategic initiatives for an executive level
- Experience analyzing several financing options and formulating clear recommendations based on complex financial and market information
- Advanced proficiency in French, both spoken and written
- Advanced proficiency of English, both oral and written due to the nature of the duties or work tools or because the position involves interactions with English-speaking partners, members and/or clients
- In-depth knowledge of domestic and international bond markets
- Extensive knowledge of institutional funding programs, including senior debt, secured bonds and subordinated debt
- Knowledge of the different structures and the main issuance formats used by financial institutions
- In-depth knowledge of the regulatory framework applicable to Canadian financial institutions, particularly regarding liquidity, capital and total loss absorbing capacity
- Knowledge of LCR, NSFR, NCCF, total capital and TLAC regulatory ratios, as well as how they impact funding decisions
- Knowledge of derivatives, particularly interest rate swaps and currency swaps, and how they are used to manage the costs and risks associated with issuances
- Knowledge of Desjardins’s products, activities and business model
- Knowledge of currency risk management, interest rate risk management and principles of hedge accounting
