Reporting to the Manager of Capital Projects, the Project Manager position: Oversees complex large capital facility projects from initiation through design, construction, commissioning, and occupancy. The role provides strategic leadership, technical expertise, and decision-making authority to ensure projects are delivered on time, within budget, and in compliance with quality, safety, security, environmental, and legislative requirements. The Project Manager supports executive decision-making by translating complex technical, financial, and operational information into actionable recommendations.
DUTIES & RESPONSIBILITIES
- Provides full leadership and accountability for medium to large-scale capital facility projects
($10M-$100M), overseeing planning, design, construction, commissioning, and closeout to ensure
delivery on time and within budget.
- Leads multidisciplinary teams (project managers, planners, coordinators, and support services) to
define business needs, develop execution strategies, and deliver projects.
- Represents the owner on all project matters, making recommendations to senior leadership and
exercising signing authority over scope, schedule, budget, and risk.
- Leads business case development, feasibility studies, early scoping, and alignment with organizational priorities.
- Manages competing stakeholder requirements and maintains senior-level engagement throughout the project lifecycle.
- Provides engineering and technical leadership, including design interpretation, feasibility assessments, construction problem-solving, and approval of materials, equipment, and construction methodologies.
- Reviews and approves designs, specifications, drawings, and contract documents to ensure compliance with codes, standards, and operational requirements.
- Oversees technical investigations, surveys, permitting, approvals, easements, and pre construction activities.
- Develops consultant and contractor procurement strategies in partnership with Procurement, including SOWs, tender documents, evaluation criteria, and chairing evaluation committees.
- Recommends contract awards, negotiates changes, and manages contract performance throughout delivery.
- Manages financial performance, including budgets, invoices, change orders, contingencies, cash flow forecasts, and financial reporting; identifies cost-saving and cost-sharing opportunities.
- Ensures compliance with DRPS policies, legislation, and applicable regulations (e.g., Construction
Act).
- Leads design and constructability reviews, ensuring adherence to building codes, standards, best
practices, and DRPS operational requirements.
- Manages construction delivery, including contractor performance, RFIs, site instructions, change
management, inspections, and schedule control, including work in occupied facilities.
- Directs commissioning, FF&E coordination, training, operational readiness, and transition to
occupancy.
- Conducts site visits and inspections; identifies deficiencies; performs final inspections; and issues
completion certificates on behalf of DRPS.
- Leads health and safety management, including hazard identification, mitigation strategies, and
enforcement of safety, fire, and building codes.
- Establishes and maintains DRPS design standards, safety requirements, commissioning processes,
inspection practices, and quality assurance controls.
- Leads risk management across all project phases, escalating significant risks to leadership as
required.
- Ensures construction activities in occupied facilities maintain safe access, security, and uninterrupted operations.
- Liaises with internal stakeholders (IT, Planning, Legal, Health & Safety, Operations) and external
authorities (municipalities, utilities, conservation authorities, ministries, fire services).
- Represents DRPS on joint committees and at public consultation meetings for new facilities.
- Communicates project impacts, decisions, and progress to leadership, staff, consultants, contractors, and community stakeholders.
- Prepares reports and presentations for Senior Leadership and the Police Services Board, including
recommendations and status updates.
- Maintains complete project documentation, including business cases, approvals, drawings,
inspections, warranties, O&M manuals, and change logs.
- Leads project closeout, including performance evaluations, lessons learned, and final reporting.
- Performs additional duties as required to support departmental priorities.
QUALIFICATIONS AND SKILLS
- Completion of a university degree in degree in Engineering or Architecture from a program accredited by the Canadian Engineering Accreditation Board (CEAB) or Canadian Architectural Certification Board (CACB), or equivalent international credential assessed to Canadian standards.
- Licensed as a Professional Engineer with Professional Engineers Ontario (PEO) or a Registered Architect with the Ontario Association of Architects (OAA).
- Minimum five years of progressive project management or construction experience, including experience in the public or broader public sector.
o Knowledge of public-sector procurement, contract law, and relevant Federal and Provincial
legislation and guidelines.
o Experience with budget preparation, monitoring, and asset management principles.
o Ability to manage multiple projects through strong time management and problem-solving skills.
o Experience preparing procurement documentation and contracts.
- Advanced computer skills with Microsoft Office: Outlook, Word, Excel, and PowerPoint.
- Ability to tactfully exchange detailed information and explanation of technical matters in lay-terms.
- Demonstrated effective interpersonal and communication skills with multiple levels and sources for listening and comprehension.
- Well-developed time management, prioritization, multi-tasking and organizational skills.
- Proven ability to interact diplomatically, tactfully and confidentially with all levels of the service and other agencies.
- Demonstrated ability to work effectively as a member of a team as well as the ability to work efficiently with self-direction.
- Project Management Professional (PMP) certification will be considered an asset.

Monday to Friday / Day Shift (may occasionally require flexibility in hours or overtime)
Salary Level
This is a Level 11 position $133,349 (2025-2029 Collective Agreement)
