Detailed OverviewDevelops, implements, maintains and evaluates the parking and photo ID programs for the Fraser Health Authority, and Provincial Health Services Authority (collectively, the Organizations"). This position is responsible for contract management and specifications, parking and photo ID policies and procedures, parking rates and facility site redevelopment and maintenance projects.
The position provides leadership and direction to assigned staff including training and performance management and develops operating and capital budgets and monitors expenditures.
Responsibilities - Develops, implements, operates, maintains and evaluates the Parking Services program, policies, rates and procedures for the Organizations including overseeing implementation of strategic plans and annual operating and performance plans; receives complaints, concerns and positive feedback regarding the performance from the contracted services and works to resolve issues in a timely manner.
- Collaborates in establishing contract specifications, tendering and selection for parking operations, or facility maintenance projects; administers and recommends revisions/terminations to leases, operating and partnership agreements; signs off on external contracts upon consultation with the Director, PACS or designate.
- Collaborates in the planning and designing of new parking facilities and/or renovations to existing structures by assisting with project budget estimates, operational impacts, mitigation strategies and preparing business cases, coordinates the functional planning, due diligence and leasing specification assessments of existing and new parking facilities to ensure occupancy group requirements are met.
- Forecast future needs and plan for infrastructure, technology, and staffing ensure compliance with local regulations and internal policies, develop communications strategies for policy changes and new services, analyze operational data, customer feedback and enforcement trends to inform decision making.
- Manages the operating and capital budgets including budget preparation with detailed variance reporting, control and reporting of expenditures ensuring the efficient utilization of financial resources, authorizes expenditures for utilization of contract parking staff, parking supplies, equipment, signage and maintenance; and assists the Director with budget preparation by providing input and preparing supporting documentation.
- Develops, designs, implements profitability enhancement strategies maximizing revenue generation while reducing expenses; coordinates the construction commissioning processes and project management required for new parking capital projects; provides financial and operational feasibility analyses as required; coordinates pay parking program strategies in alignment with program relocations within the acute, community and corporate sectors of the Organizations.
- Develops, implements and manages the Photo Identification program focusing on core administrative services including ID production, programming and distribution within established performance perimeters. Leads with other internal and external partners the management of access levels and permissions along with integration of access control system projects. Manages budgets for Photo ID consumables, equipment and software licenses. Evaluates vendors and oversees contracts for ID-related requirements.
- Selects, manages, directs and evaluates designated staff to ensure effective performance of duties; ensures staff training and development to maintain staff knowledge and skills; interprets and applies the collective agreement for unionized staff, as needed. Deals with all HR/LR issues including all aspects of grievances.
- Acts as a parking resource to the Executive Director, Integrated Protection Services, Director, PACS or designate along with Directors/Managers across all acute, community and corporate sectors within the Organizations. Prepare reports for leadership on program performance, revenue and compliance.
- Maintains business structures, processes, documentation, fiscal reporting and information systems to effect control and distribution of parking passes and payments across the Organizations; produces related statistics and submits report to the Director, PACS for review. Implements quality improvement measures for the department.
- Consults with external agencies and organizations on parking mitigation and related operational issues; represents the Organizations by attending meetings and serving on committees as required.
- Develops initiatives to increase transportation and parking efficiency; promotes transportation alternatives such as carpooling, bicycling and transit incentives across the Organizations.
QualificationsBachelor’s degree in business administration or related field. Five (5) years? recent related experience in parking operations and commuter services including one (1) year''s experience in a supervisory capacity in a large institutional or complex multi-site organization, or an equivalent combination of education, training and experience.
