Senior Specialist, Technical Project Management (CSS)
Key Job Elements
- Serve as a senior specialist within the Canadian and/or International Project Management team in the Customer Support Services (CSS) department, providing technical project management leadership across multiple complex programs.
- Lead the development, negotiation, and documentation of CSS technical and support requirements for Canadian and International Programs in collaboration with GDLS Program Management, Engineering, and the primary customer.
- Act as the CSS scope control owner on assigned programs, ensuring technical scope, assumptions, and deliverables are clearly defined, controlled, and aligned with contractual requirements and program baselines.
- Maintain ongoing communication and task definition for all CSS work packages, including technical work flow-down, variance analysis, cost and schedule performance tracking, and preparation of regular status and performance reports.
- Plan and coordinate CSS resources required to develop estimates, proposals, and execution plans in support of CSS Canadian and International Programs.
- Lead and coordinate technical project execution for scope, cost, and schedule, leveraging EVMS and established departmental procedures, processes, and guidance documents to ensure disciplined project control.
- Work closely with CSS functional groups (e.g., Training, CSTC Operations and Field Service Objectives) to define, update, and maintain internal and external scope, schedules, and dependencies.
- Liaise with other GDLS departments (e.g., Engineering, Supply Chain, Manufacturing, Quality) to ensure CSS products and services are technically sound and fully compliant with applicable prime contract(s) and configuration baselines.
- Own CSS risk and issue management for assigned programs, including identification, analysis, mitigation planning, and escalation, and act as the primary point of contact for timely decisions on CSS-related technical and execution issues.
- Represent CSS as a technical project management lead at regular internal and external customer meetings, providing clear updates on performance, risks, opportunities, and change impacts.
- Review customer feedback related to CSS products and services and coordinate with CSS functional teams to develop clear, concise, and professional responses, including corrective and preventive action plans where required.
- Receive, assess, and respond to incoming correspondence from internal and external stakeholders for impacts to CSS scope, technical content, cost, and schedule, and ensure appropriate change control is applied.
- Support configuration management and drawing release processes by assessing and communicating impacts of design and configuration changes on CSS products (e.g., training, spares, tools) and their implementation into Canadian or International program vehicles.
- Be accountable for the technical integrity and contractual compliance of CSS deliverables on assigned Canadian and International Programs, ensuring they are delivered on time, within budget, and to the required quality standards.
Required Qualifications
- University Degree or College Diploma in a technical discipline
- 7-10 years relevant experience
- Wealth of experience in a technical project management position
- Working knowledge of Earned Value Management Systems
- Superior communication, organization and prioritization skills
- Ability to provide effective leadership in meetings
- Familiarity with Military sustainment strategies for Land Equipment
- Understanding of Performance Based Contract (PBC) frameworks as applicable to Military sustainment projects
- Prior experience with the preparation of Bid & Proposal documents
- Proficient analytical skills to solve technical problems
- High level of interpersonal skills to work effectively in a team environment
- Ability to travel (10% Cdn) and (5% US & Int'l) and possess/be able to acquire and maintain a valid passport
- Must be able to meet Anthropometrical Size Restrictions for confined space.
Preferred Qualifications
- Strong product knowledge of GDLS LAV and LVM family of vehicle configurations, and their related Logistics Products
- Understanding of Logistics Engineering, Design Engineering, and Customer Support Services processes and products
- Experience in dealing with customer performance and/or CSS requirements
- Systems integration experience
- Familiarity with principles and implementation of manufacturing facilities, repair, retrofit, R&O, and sustainment based activities
- Experience in Manufacturing & Sustainment side of GDLS-C
