Duties:
The Department of Public Service Delivery is seeking for Senior Infrastructure Analyst positions within the Strategy and Professional Support Services Branch under Capital Project Planning and Delivery Division.The Senior Infrastructure Analyst leads and coordinates a portfolio of complex strategic projects, developing and supporting key initiatives related to capital infrastructure assigned by the Director. The Senior Infrastructure Analyst develops and manages relationships, complex deliverables, communications and documentation, conducts detailed various analyses, and leads strategic support efforts internally, with other provincial departments, as well as external partners as may be required.
Qualifications:
Essential:
- Post-secondary education in Business, Public Administration, Project Management or a related field. An equivalent combination of education, training and experience may be considered.
- Experience managing complex capital infrastructure projects or strategic initiatives, including contract and agreement management, and reporting requirements.
- Experience working within a capital delivery or construction environment, including applying capital policies, procedures and reporting requirements.
- Experience leading and coordinating internal and external stakeholders, including federal and provincial partners, industry, trades, unions, consultants, legal and technical professionals.
- Excellent written and verbal communication skills, including experience providing clear advice to senior leaders, communicating complex information effectively, and preparing high-quality decision-making and authority-seeking documents, such as briefing notes, advisory notes and Treasury Board submissions.
- Strong analytical and problem-solving skills, with experience collecting, analyzing and synthesizing technical, policy and financial information to develop recommendations and improve processes.
- Strong organizational and time management skills with the ability to prioritize workloads and effectively manage deadlines.
- Strong political acumen and interpersonal skills with the ability to build and maintain relationships and collaborate strategically with a variety of stakeholders.
- Proficiency with Microsoft Office programs (Word, Excel, PowerPoint, and Outlook) or similar software applications.
Desired:
- Experience developing business cases and conducting value-for-money or return-on-investment analysis.
- Knowledge of funding strategies, funding frameworks or alternative financing and construction methods is desired.
