Reporting to the Manager, Finance & Administration, the Finance Officer provides accounting services such as accounts payable, accounts receivable, revenue operations, analyses, reports, financial advice and support to clients, and other assigned administration duties, in accordance with generally accepted accounting principles (GAAP), financial and applicable legislation, policies, procedures, control processes and collective agreements, to ensure quality financial and client services, in accordance with the financial and service goals of the Government of Nunavut.
The position impacts timely and correct payments to employees and suppliers, the secure handling and deposit of revenues, accurate financial reports for management decision making at the Department level, and the reputation of the Department and the Government of Nunavut internally and externally.
Main Responsibilities For The Finance Officer Include
- Drafts, recommend and implement approved operational procedures, internal controls and tools governing accounting operations and other assigned services
- Plan and conduct assigned financial services in the areas of accounts payable, account receivable and revenue operations, including the processing revenue, program related financial accounts, grants and contributions, contracting, payroll, travel and petty cash transactions, the implementation of verification and control processes, and required reporting
- Lead or participate in the coordination of department-wide financial requirements, such as budget submissions, year-end processes, the update of controllable asset inventories and the write-off of surplus or obsolete assets, and the maintenance of delegated authorities and specimen signature cards
- Oversee/maintain assigned financial control documents/databases, such as controllable asset inventory records, specimen cards for employees with signing authority, contracting, program, payroll and HR documentation. Files, destroys and archives records in accordance with records management policy
- Provide other assigned services, including program support, travel arrangements, office supplies and financial form control and purchasing. Provides back-up support to staff and support during peek periods. There may be a requirement to be on call after regular work hours as needed
The knowledge, skills, and abilities required for this job would be attained though completion of a college diploma in a related field, minimum two (2) years of relevant finance experience in a computerized environment and experience in providing advisory services to clients.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
