Harbour Air is looking for a Specialist, Safety to provide specialized expertise and coordination across our Safety Management System (SMS) and corporate safety programs. You'll lead occurrence investigations, develop and deliver safety training, and manage the data and metrics that keep our safety decisions evidence-based. This is a role for someone who can see the systemic pattern behind an occurrence, not just the immediate cause.

Responsibilities and Expectations
SMS Investigations and Analysis
- Lead SMS occurrence investigations, applying structured root cause methodologies to identify systemic and organizational contributing factors
- Conduct initial risk assessments and coordinate the assignment, tracking, and completion of investigations
- Ensure investigations are completed, reviewed, and published in line with SMS processes and Just Culture principles
- Monitor occurrences for emerging trends and high-risk events requiring escalation to the Manager, Safety
Safety Training, Education and Promotion
- Develop, maintain, and deliver corporate and aviation safety training programs, including the Company Safety Orientation (CSO)
- Apply Aviation Safety Officer (ASO) qualification standards from the CCAA to strengthen training design and delivery
- Deliver safety promotion and awareness initiatives that encourage hazard reporting and transparency
Learning Management System (LMS) and Compliance Tracking
- Manage the full suite of safety LMS courses across the organization, including assignment, completion tracking, and compliance reporting to leaders
- Manage the Transportation of Dangerous Goods (TDG) training program and credentialing
- Maintain safety training records to an audit-ready, regulatory-compliant standard
Regulatory Coordination and Reporting
- Coordinate with external regulators including Transport Canada, ESDC, CHRC, and WorkSafeBC
- Complete regulatory reports and returns accurately and within required timelines
- Monitor regulatory developments and assess their impact across safety programs and training
Safety Program Audits and Assurance
- Act as the organization's main internal point of contact for safety program audits, working with an external safety subject matter expert
- Coordinate audit planning, evidence gathering, and stakeholder scheduling across departments and bases
- Track corrective action plans through to closure
Safety Data, Metrics and Performance Dashboards
- Create and maintain a monthly safety metrics dashboard, including WorkSafeBC injury rates, lost-time statistics, and occurrence data
- Analyze safety data across multiple sources to identify trends and areas for improvement
- Present data-driven insights that inform safety decision-making by the Manager, Safety and department leaders
Safety Project Management and Continuous Improvement
- Plan, coordinate, and deliver assigned safety projects using structured project management practices
- Define project scope, schedules, and stakeholder communications, reporting progress and risks to the Manager, Safety
- Apply systems thinking to the continuous improvement of safety programs and processes
Qualifications/Assets – What You Bring!
Required
- Diploma or bachelor's degree in safety management, occupational health and safety, business administration, or a related field, plus a minimum of 3 years of progressive experience in aviation safety, occupational health and safety, or safety program coordination within a regulated operational environment, or an equivalent combination of education and experience
- Aviation Safety Officer (ASO) qualification through the CCAA or equivalent
- Working knowledge of Transport Canada's Canadian Aviation Regulations (CARs), Canada Labour Code Part II, Aviation Occupational Health and Safety Regulations, Transportation of Dangerous Goods Regulations, and WorkSafeBC reporting requirements
- Solid understanding of Safety Management Systems, including hazard identification, risk assessment, occurrence investigation, and safety promotion
- Strong analytical skills, with proficiency in Excel and dashboard or reporting tools
- Excellent written and verbal communication skills, with the tact and discretion required for investigations and regulatory coordination
Preferred
- Certified Associate in Project Management (CAPM), completed or in progress
- Transportation of Dangerous Goods (TDG) certification and investigation or root cause analysis training
