Reporting to the Program Manager, the Program Supervisor provides day-to-day supervision of the staff in the program and manages their schedules in accordance with the specific needs of the client and their Care Circle. Additionally, the Supervisor ensures all functions of the household are attended to in a safe and efficient manner, including acting as a community liaison with stakeholders and neighbors.
Qualifications
- Education: Diploma in a related human/social service field
- Experience: Three years’ recent related experience, including one year of supervisory or administrative experience (or an equivalent combination of education, training, and experience). Experience in a licensed residential setting is an asset.
- Training and demonstrated understanding of trauma-informed, relational, strengths-based, culturally safe, and youth-centred approaches that promote safety, connection, belonging, and positive development for children and youth with diverse needs
- Knowledge of employment standards, health and safety regulations, and supervision principles
- Knowledge of working in a licensed Child & Youth Residential environment with Vancouver Coastal Health or another health agency
- Certifications: First Aid and CPR certification, Mandt certificate
- Must have access to a vehicle, hold a valid B.C. Class 5 Driver’s Licence, and have business insurance with $3,000,000 liability
- Ability to cover 24-hour on-call when required
- Must be able to pass a Criminal Record Check
Skills and Competencies
- Excellent relationship management skills and experience with funders and stakeholders in the community-based social services sector
- Strong people development orientation and experience with supervision
- Financial literacy with the ability to plan and manage within budget and time constraints
- Scheduling and planning experience, with an orientation toward forward thinking
- Experience with staff recruitment, hiring, and training
- Knowledge of different child and youth care approaches and the development of service plans
- Demonstrated experience using trauma-informed, relational, strengths-based, and culturally safe support approaches in group home settings, including co-regulation, de-escalation, conflict resolution, advocacy, community connection, and independence and life-skills development
- Ability to work without direct supervision and adapt quickly to change
- Strong professional communication skills, both internally and externally
- Commitment to professional development of both self and employees
- Excellent computer literacy and ability to learn new systems
- Demonstrated ability to deal with conflict in a professional manner, with discretion in handling confidential matters
- Demonstrated ability to be flexible in approaches to client needs and problem solving
Job Duties
Program Supervision and Administration
- Oversees the day-to-day operations of a residential Care Setting, provides ongoing supervision of staff and subcontractors, and evaluates program policies
- Ensures all reports, updates, time sheets, and petty cash records are completed within deadlines and documented appropriately
- Works with the Clinical Team to ensure that they:
Develop, implement, and evaluate goals, objectives, policies, and procedures, and ensure the required standards are maintained
Identify both physical and program needs of the Care Setting to the appropriate authority(ies) and plan with Service Provider Personnel and Subcontractors for changes
- Maintains the Care Setting’s inventory of supplies
- Ensures the cleanliness, safety, security, and maintenance of the Care Setting in accordance with applicable licensing standards, either directly or through delegation to Service Provider Personnel and Subcontractors
- Assists senior management in preparing the annual operating budget and monitors, authorizes, and allocates expenditures within the budget. Prepares and maintains related documentation.
- Ensures all contract deliverables are met, including service and financial targets and licensing standards
- Manages program operations to comply with internal and external requirements, including facilities, IT, agency policies, CARF, health and safety standards, licensing, accreditation, and employment standards legislation
- Participates in weekend on-call rotation with appropriate compensation
- As required, works as an AYCW, appropriately delivering or enabling strategies established in children’s, youth’s, and adults’ service plans
- Demonstrates strong professional verbal and written communication skills
Workforce Planning and Team Management
- In conjunction with Program Managers, determines and maintains staffing requirements to meet contractual obligations, minimizing overtime and maximizing staff consistency
- Schedules, supervises, and evaluates staff and subcontractors and monitors daily operations
- Coordinates with the Relief Manager to ensure casual staffing needs are requested and met
- Identifies high performers and proactively sets plans to develop future senior workers and behaviour technicians
- Assists in recruiting and selecting staff and subcontractors and provides guidance, training, and orientation on policies, procedures, techniques, report preparation, or other matters arising in the Care Setting
- Identifies the needs of staff and subcontractors for professional development and training
- Supports staff through regular check-ins and supervision to ensure they are equipped to carry out their duties effectively
- Facilitates regular team meetings
- Escalates and/or manages all grievances and WorkSafe claims to ensure proper reporting and documentation and implementation of recommendations or action plans
Working Conditions
- This role is based in program homes with an on-site work arrangement
- 40 hours per week (Monday–Friday with occasional rotation of on-call weekends)
- This is a busy care setting supporting up to four youth with a variety of presentations and support needs, which may include mental health and substance use concerns, youth justice involvement, complex family or community circumstances, and other individualized care needs
- The program is licensed with Vancouver Coastal Health. Experience working in licensed child and youth residential programs is an asset.
