Position Purpose:
The Procurement Specialist supports Infrastructure Ontario's procurement activities by leading competitive procurement processes and providing strategic procurement advice to internal stakeholders. The role is responsible for managing end-to-end procurement activities, ensuring compliance with procurement policies, trade agreements, government directives, and applicable legislation. Working closely with business units, Legal Services, and external vendors, the position helps deliver fair, transparent, and value-driven procurement outcomes while contributing to the continuous improvement of procurement practices across the organization.
What You Will Do:
- Lead the end-to-end execution of competitive procurement processes, including Requests for Information (RFI), Requests for Qualifications (RFQ), Requests for Proposals (RFP), Requests for Tender (RFT), and other procurement activities.
- Develop procurement documents, evaluation frameworks, scoring methodologies, procurement schedules, and supporting materials in collaboration with business stakeholders and Legal Services.
- Act as the primary procurement contact throughout competitive procurement processes, coordinating bidder communications, addenda, clarifications, fairness requirements, and procurement administration activities.
- Facilitate procurement evaluations by providing guidance to evaluation teams, coordinating evaluator training, managing consensus meetings, and ensuring compliance with procurement requirements.
- Support contract negotiations, contract execution processes, vendor onboarding activities, contract amendments, and procurement-related approvals.
- Provide procurement advice and guidance to business units regarding procurement options, procurement strategies, evaluation methodologies, market approaches, and procurement best practices.
- Build and maintain strong relationships with internal clients, vendors, suppliers, consultants, and other stakeholders to support successful procurement outcomes.
- Monitor developments in procurement legislation, trade agreements, public-sector procurement practices, and industry trends to support continuous improvement.
- Contribute to the development and enhancement of procurement policies, tools, templates, standards, and procedures.
- Participate in special projects, working groups, and continuous improvement initiatives that strengthen procurement effectiveness across the organization.
Who You Are:
- University degree in Business Administration, Supply Chain Management, Law, Public Administration, Commerce, or a related discipline, or an equivalent combination of education and experience.
- Procurement experience within the public sector, broader public sector, infrastructure, real estate, construction, professional services, or a comparable environment.
- Experience leading competitive procurement processes and developing procurement documents, including RFIs, RFQs, RFPs, and other procurement tools.
- Knowledge of public-sector procurement principles, trade agreements, procurement legislation, and competitive procurement best practices.
- Experience facilitating procurement evaluations, managing stakeholder engagement, and supporting contract award processes.
- Strong organizational skills with the ability to manage multiple procurement projects concurrently while meeting tight deadlines.
- Strong communication, negotiation, stakeholder management, and relationship-building skills.
- Ability to interpret complex procurement requirements and provide practical procurement advice to stakeholders.
- Experience in construction, infrastructure, real estate, facilities management, public-private partnerships (P3), or alternative financing and procurement (AFP) environments is considered an asset.

We offer a competitive salary range of $90,100 to $105,700 (P4 level), pay will align with skills, knowledge and experience of the candidate.
