Position Summary
The Assistant Safety Manager supports the Lark HSE Manager in the implementation, monitoring and continuous improvement of the LPL OH&S Program across all LPL projects. This is a hands-on, working position that will normally be stationed on an active project site and perform Construction Safety Officer (CSO) duties, likely as secondary site coverage, while remaining flexible to travel between LPL projects as operational needs require. The role also supports pre-construction safety planning, inspections and investigations, annual safety budgeting, COR certification and WorkSafeBC claim management, onboarding and program training, site safety and first aid coverage, and acts on behalf of the HSE Manager in their absence.
Scope of Duties
- Assist in the general implementation of Health and Safety on LPL projects, providing day-to-day field support to site supervisors and safety coordinators
- Support the development, review, revision and implementation of the LPL OH&S Program and Manual
- Draft proposed revisions, new procedures and safe work practices for HSE Manager review
- Communicate program updates to project teams and verify they are implemented on site
- Joint Occupational Health & Safety Committee
- Support the HSE Manager in the operation of the Joint OH&S Committee, including scheduling meetings, recording minutes and tracking action items to completion
- Pre-Construction
- Assist with site assessments to determine safety impacts or measures to be taken prior to project commencement (Powerline 30m33, pre-demolition reports, environmental, traffic management, construction fire safety plan)
- Participate in annual safety budgeting and provide input on foreseeable safety costs for project budgeting, bidding and project planning
- Assist with the development of site safety plans and emergency response procedures (high angle rescue, water rescue, fire response, traffic management plans)
- Assist with contractor assessments, including reviewing contractor OH&S Manuals prior to start
- Compile pre-construction documentation (NOP, first aid assessments, emergency response plans)
- Coordinate Traffic Management Plans (TMPs), including arranging and coordinating flagging resources for project sites as required
- Accident Investigation
- Attend serious incidents, accidents, near misses and LTAs, with or on behalf of the HSE Manager
- Lead or assist with investigations as directed, prepare investigation reports, identify root causes and track corrective actions through to close-out
- First Aid & Safety Equipment
- Maintain the inventory and tracking of LPL first aid and safety equipment on behalf of the HSE Manager
- Coordinate the acquisition, setup and inspection of site first aid and safety equipment
- Assist project teams with the coordination, setup, tracking and movement of tools and equipment required for site operations, where assigned
- Conduct regular Health & Safety inspections and audits of projects, and prepare findings and summaries for the HSE Manager’s review and reporting to senior management
- Review reports and documents submitted by site teams in Salus for completeness, accuracy and compliance with the LPL OH&S Program, following up on deficiencies and outstanding items
- Assist the HSE Manager in maintaining LPL’s COR Certification, including gathering documentation and supporting the annual audit
- Training
- Assist with onboarding and orientation of new employees on the LPL OH&S Program
- Assist with onboarding and training of employees and site teams in the use of Salus
- Provide internal training and mentoring to certified and aspiring safety coordinators
- Serve as a resource to employees and site teams in regards to safety, company policies/procedures and regulatory requirements, escalating matters to the HSE Manager where appropriate
- Collect, verify and compile monthly and annual safety statistics for HSE Manager review
- Document safety infractions by LPL employees and recommend disciplinary action to the HSE Manager, in accordance with company policy
- WorkSafeBC Claim Management
- Assist with WorkSafeBC claim reporting, documentation and follow-up
- Support the coordination of the Return to Work program
- Site Coverage
- Be available to cover site first aid and safety duties during employee absences
- Travel to other LPL sites as required to provide support and additional safety coverage during sickness, vacation and other staff absences
- CSO Assignments & Additional Project Responsibilities
- Be stationed on an active LPL project as a working CSO, likely as secondary site coverage, while carrying the Assistant Safety Manager responsibilities
- Perform regular CSO duties while assigned to a site, including orientations, inspections, hazard reporting, contractor safety coordination, safety documentation and incident support
- Maintain flexibility to leave the assigned site and travel to other LPL projects to provide safety support, coverage, inspections, investigations or other assistance as required
- Assist with company events, including setup, site logistics and applicable safety requirements
- Assist with administrative tasks as assigned by the HSE Manager
- Act on behalf of the Lark HSE Manager in their absence
Qualifications
- Post-secondary education in Occupational Health & Safety or a related field, or equivalent construction safety experience
- Minimum 5 years of experience as a Construction Safety Officer or in an equivalent construction safety role
- Certified Construction Safety Officer (CSO) (required); CRSP an asset
- Current WorkSafeBC-recognized Advanced First Aid certificate (formerly OFA Level 3) (required)
- Working knowledge of the Workers Compensation Act and WorkSafeBC OHS Regulation, including Part 20 (Construction)
- Familiarity with the COR program; COR internal auditor training an asset
- Open to training and certification in a wide range of safety disciplines (e.g. traffic control, equipment operations)
- Trainer certification in Fall Protection, Mobile Equipment or Fit Testing an asset
- Experience with incident investigations, inspections, audits and WorkSafeBC claims
- Familiarity with Salus or similar safety management software (preferred)
- Strong communication, training delivery, administrative and report-writing skills
- Valid BC driver’s license and ability to travel between project sites on short notice
- Physically fit and able to safely lift and carry up to 50 lbs on project sites as required
- Proficient with computers and common software programs, including Microsoft Office and safety management systems
