Brief Overview
As Section 35 rights holders, MN-S is the Indigenous Governing Body for Métis children within Saskatchewan under Bill C92. MN-S is undertaking a multi-year process to design and implement Métis specific CFS programs and services, with a particular focus on culture, language, and heritage. Under the supervision of the CFS Manager and the Director of CFS, the Cultural Connections Supervisor will be responsible for design, creation, and implementation of Cultural Connections planning to support Métis children, families and communities throughout Saskatchewan who are currently in out of home placement. This position will work as part of an interministerial MN-S’ Child and Family Services working group. The Cultural Connections Supervisor will provide operational support to the department and will help carry out the department’s objectives and activities. This position is based within Saskatchewan.
Key Responsibilities
Program Coordination & Case Management
- Monitor the Cultural Connections program email inbox, responding to inquiries and coordinating referrals.
- Assess program eligibility and assign new referrals to Cultural Connection Coordinators.
- Provide senior-level case consultation and facilitate monthly case reviews to ensure quality service delivery.
- Manage client caseloads during temporary staffing vacancies to maintain continuity of services.
- Resolve complex client, caregiver, and Ministry staff concerns, providing guidance and facilitating effective solutions.
Program Leadership & Oversight
- Oversee the delivery of the Cultural Connections Program through ongoing analysis, evaluation, and performance monitoring to ensure consistency, compliance, accountability, and achievement of program objectives.
- Identify service delivery trends and recommend improvements to enhance program effectiveness and client outcomes.
- Support the implementation of program standards, policies, and best practices.
Staff Leadership, Training & Development
- Provide orientation, mentoring, coaching, and ongoing support to new team members.
- Lead the planning, coordination, implementation, and evaluation of initial and ongoing staff training and professional development initiatives.
- Deliver senior case consultation and guidance to support staff in complex case management and decision-making.
Community Engagement & Cultural Programming
- Research, develop, and enhance Métis cultural programming and resources for children and youth (ages 0–18).
- Collaborate with Métis Locals and community partners to connect children and youth with culturally relevant activities, events, and learning opportunities.
- Develop and maintain collaborative relationships with internal departments, community organizations, government partners, and external agencies to strengthen program delivery and community engagement.
Communication & Reporting
- Prepare and deliver presentations, workshops, and in-service training sessions to Ministry of Social Services staff and community partners to promote awareness and understanding of the Cultural Connections Program.
- Prepare, organize, and maintain accurate, concise, and timely documentation, reports, case records, and program communications to support informed decision-making, accountability, and effective service delivery.
- Communicate expectations, recommendations, and decisions clearly to staff, partners, and stakeholders, ensuring transparency and consistency in program operations.
- Other duties as assigned.
Qualifications:
- Post-secondary degree in Indigenous Social Work/Social Work, Education, or similar field.
- Minimum 3-5 years of experience in a similar role before with experience in community development, prevention programming, and facilitation.
- An equivalent combination of education and/or experience may be considered, as long as it directly relates to the essential duties and responsibilities.
- Lived experience is considered an asset.
- Advanced computer skills including knowledge of Adobe and Microsoft Office programs Outlook, Word, Publisher, Excel, and PowerPoint.
Knowledge and skills:
- Able to consistently demonstrate professionalism with a strong work ethic while maintaining confidentiality and following all MN-S policies and procedures.
- Ability to work effectively under pressure in a team environment with staff, other MN-S departments, and the 12 Regions under the MN-S.
- Excellent organizational skills, interpersonal skills, and communication skills.
- Be familiar with Saskatchewan’s Ministry of Social Services policies and procedures under Child and Family Services.
- Métis land-based knowledge.
- Be familiar with and understand Métis barriers/issues/culture for children/youth in the CFS system.
- Knowledge and understanding of MN-S history, cultures, and values; ability to speak Michif, Cree and/or Dene will be considered an asset.
- Knowledge in Métis language, culture and traditional practices obtained through years of traditional apprentice/practice.
- Demonstrated knowledge in office procedures; ability to maintain accurate records/files and documentation; excellent communication, organization, and planning skills.
Additional requirements:
- Must undergo a Criminal Record and Vulnerable Sector Check.
- Valid Saskatchewan driver’s license and reliable transportation.
- Must be willing to travel overnight
